One \u2014 Rep. Thomas Massie of Kentucky \u2014 was expected, given his long history of criticism of Republican leaders&#8217; approach to the legislation. <\/p>\n<p>The other \u2014 Rep. Warren Davidson of Ohio \u2014 was somewhat more surprising. A devout fiscal hawk, he has not been among the House Republicans most vocal in pushing for changes to the sprawling party-line bill.<\/p>\n<p>The <a href=\"https:\/\/www.politico.com\/live-updates\/2024\/07\/08\/congress\/another-freedom-caucus-ouster-00166978\" target=\"_blank\"><u>former member<\/u><\/a> of the Freedom Caucus has long aligned himself with the right flank of the GOP caucus and \u2014 like Massie \u2014 had signaled he was <a href=\"https:\/\/x.com\/WarrenDavidson\/status\/1925492567765856267\" target=\"_blank\"><u>concerned about <\/u><\/a>long-term deficit spending.<\/p>\n<p>Davidson was among the holdouts on the budget blueprint that set up consideration of the bill earlier this year, but he came around in support after he said he received &#8220;assurances\u201d on cuts to discretionary spending.<\/p>\n<p>But Davidson couldn\u2019t get to yes on Thursday\u2019s early morning vote, mainly because of what he views as a failure to enact enough cost reduction.<\/p>\n<p>\u201cWhile I love many things in the bill, promising someone else will cut spending in the future does not cut spending. Deficits do matter and this bill grows them now,\u201d Davidson <a href=\"https:\/\/x.com\/WarrenDavidson\/status\/1925492567765856267\" target=\"_blank\"><u>posted on X just after 6 a.m. Thursday<\/u><\/a>. \u201cThe only Congress we can control is the one we\u2019re in. Consequently, I cannot support this big deficit plan.\u201d<\/p>\n<p>Still, his opposition had flown under the radar. He sits on the Financial Services Committee, which did not have a central role in crafting the bill. Members of the Budget, Ways and Means, and Energy and Commerce panels had more influence over the course of the legislation.<\/p>\n<p>Warren is no stranger to being a rebel, even among the iconoclasts in his own party. He was <a href=\"https:\/\/www.politico.com\/live-updates\/2024\/07\/08\/congress\/another-freedom-caucus-ouster-00166978\" target=\"_blank\"><u>ousted from the House Freedom Caucus<\/u><\/a> late last year after backing John McGuire in a primary battle against Rep. Bob Good (R-Va.). He first came to prominence by winning former Speaker John Boehner\u2019s House seat when he retired, then immediately joining the Freedom Caucus that had long plagued Boehner.<\/p>\n<p>Leadership said they weren\u2019t blindsided, with House Majority Leader Steve Scalise telling reporters he wasn\u2019t surprised by Davidson\u2019s vote. Davidson\u2019s fellow Hill conservatives had tried unsuccessfully to flip his vote but came to acknowledge he was dug in.<\/p>\n<p>\u201cI was talking to him but \u2026 I wasn\u2019t going to get Massie to yes, either,\u201d said Rep. Jim Jordan (R-Ohio), who&#8217;s close to Davidson.<\/p>\n<p>\u201cHe indicated he was going to vote no for quite some time. He was locked in on a no,\u201d added Rep. Clay Higgins (R-La.).<\/p>\n<p>And others who held out on the megabill signaled they might come down on Davidson\u2019s side in the long run.<\/p>\n<p>\u201cWarren&#8217;s a principled man. And history may bear out that Warren and Thomas were the wise men in this course,\u201d said Rep.
