{"id":8981,"date":"2025-05-08T12:03:38","date_gmt":"2025-05-08T12:03:38","guid":{"rendered":"https:\/\/bluelightnews.com\/category\/politics\/capitol-agenda-tick-tock-on-the-markup-clock\/"},"modified":"2025-05-08T12:03:38","modified_gmt":"2025-05-08T12:03:38","slug":"capitol-agenda-tick-tock-on-the-markup-clock","status":"publish","type":"post","link":"https:\/\/bluelightnews.com\/category\/politics\/capitol-agenda-tick-tock-on-the-markup-clock\/","title":{"rendered":"Capitol agenda: Tick tock on the markup clock"},"content":{"rendered":"<div>\n<p>The two most powerful Republicans projected total confidence Wednesday as they try to get the GOP megabill moving through the House: President Donald Trump proclaimed \u201cgreat progress\u201d after a meeting of top leaders, and Speaker Mike Johnson said key committee markups would \u201c100 percent\u201d take place next week.<\/p>\n<p>There was one undeniable point of progress: House Agriculture <a href=\"https:\/\/www.politico.com\/live-updates\/2025\/05\/07\/congress\/house-agriculture-committee-schedules-reconciliation-markup-megabill-00334839\" target=\"_blank\">has scheduled its markup<\/a> for Tuesday. The committee will convene after House votes that evening and break around midnight, then reconvene at 10 a.m. on Wednesday to discuss Democratic amendments to the bill. <\/p>\n<p>But clashes within the House GOP have left the two most critical committees still hashing out their pieces of the bill. Here\u2019s where things stand:<\/p>\n<p><b>WAYS AND MEANS:<\/b> Republican tax writers left a <a href=\"https:\/\/www.politico.com\/live-updates\/2025\/05\/07\/congress\/salt-republicans-leave-critical-meeting-empty-handed-00333632\" target=\"_blank\">meeting Wednesday with blue-state Republicans<\/a> without resolving a cap on state and local tax deductions, a key hangup for the committee. Rep. Nicole Malliotakis, one of the SALT Republicans, called the issue one of \u201cthe stickiest points\u201d of the entire GOP agenda.<\/p>\n<p>And with other committees potentially trimming back their savings targets, GOP tax writers are privately prepping a potential backup plan. They\u2019re <a href=\"https:\/\/www.politico.com\/live-updates\/2025\/05\/07\/congress\/house-republicans-eye-scaled-back-tax-cut-amid-fights-over-spending-00333270\" target=\"_blank\">considering $4 trillion in tax cuts<\/a> instead of the initial $4.5 trillion as a possible contingency plan if the targeted savings don\u2019t materialize. <\/p>\n<p>How do you trim a half-trillion dollars? Republicans are already considering <a href=\"https:\/\/subscriber.politicopro.com\/article\/2025\/05\/republican-tax-writer-there-could-be-a-bunch-of-temporary-tax-provisions-00334141\" target=\"_blank\">a \u201cbunch\u201d of temporary tax provisions<\/a> to reduce costs, said Rep. Ron Estes, one of the GOP tax writers. Expect some of them to get even more temporary.<\/p>\n<p><b>ENERGY AND COMMERCE:<\/b> The panel could meet as soon as Tuesday to mark up its portion of the megabill, which calls for $880 billion in savings. \u201cIf we\u2019re gonna get done by Memorial Day \u2026 we need to do something next week,\u201d Chair Brett Guthrie told reporters Wednesday after a closed-door meeting of committee Republicans.<\/p>\n<p>But that timeline is dependent on Guthrie navigating a path forward on Medicaid cuts. That includes deciding whether or not to move forward with a plan to cap the level of federal spending in states that have expanded Medicaid under the Affordable Care Act. Moderates have balked at the proposal, but hardliners are pushing for it \u2014 a dynamic Rep. Jay Obernolte acknowledged after the meeting.<\/p>\n<p>\u201cIt\u2019s always difficult to have these conversations in isolation because of tradeoffs \u2014 you have a letter from some of the fiscal conservatives talking about how spending increases have to be balanced with spending reductions,\u201d Obernolte said.<\/p>\n<p>In any case, those conversations will continue today: Members of both committees are set to meet again this morning.<\/p>\n<p><b><i>What else we&#8217;re watching: <\/i><\/b><\/p>\n<p><b>\u2014 Crypto bill vote: <\/b>Senate Majority Leader John Thune plans to plow ahead with a procedural vote on landmark cryptocurrency legislation this afternoon even as Democratic holdouts push for more time to finalize a deal and get other members on board. They have some wiggle room; the vote is set for 1:45 p.m.<\/p>\n<p><b>\u2014 Rescissions reviews:<\/b> House Republicans and the White House are <a href=\"https:\/\/www.politico.com\/live-updates\/2025\/05\/07\/congress\/gop-lawmakers-in-robust-talks-with-white-house-over-9b-cutbacks-00334675\" target=\"_blank\">privately negotiating details<\/a> of the spending rescissions request that had been expected to claw back $9.3 billion already allocated. Also on GOP appropriators\u2019 minds: The White House is <a href=\"http:\/\/www.politico.com\/news\/2025\/05\/08\/republican-impoundment-trump-congress-00334962\" target=\"_blank\">open to unilaterally freezing cash<\/a> that Congress approves in September if lawmakers overshoot Trump\u2019s latest budget request.<\/p>\n<p><b>\u2014 New Ezra Klein-inspired caucus: <\/b>House Democrats led by Rep. Josh Harder are <a href=\"http:\/\/www.politico.com\/news\/2025\/05\/08\/house-democrat-abundance-caucus-00333760\" target=\"_blank\">launching a roughly 30-member bipartisan bloc<\/a> inspired by the \u201cabundance\u201d movement championed by liberal commentator Ezra Klein. The \u201cBuild America Caucus\u201d will focus on cutting red tape around energy permitting and housing.
