He\u2019s not eager to repeat that mistake.<\/p>\n<p>The Republican representative, whose Central Valley district is being bombarded <a href=\"https:\/\/www.youtube.com\/watch?v=dKTTl9MX_8A\" target=\"_blank\">with TV ads<\/a> pressuring him not to slash Medicaid, is parrying the Democratic-led campaign by withholding his support for a <a href=\"https:\/\/www.politico.com\/live-updates\/2025\/02\/19\/congress\/trump-backs-house-budget-00204847\" target=\"_blank\">House resolution<\/a> to cut at least $1.5 trillion from the federal budget \u2014 a goal that would be impossible to meet without reductions to <a href=\"https:\/\/www.kff.org\/medicaid\/poll-finding\/public-opinion-on-the-future-of-medicaid-kff-medicaid-unwinding-kff-health-tracking-poll\/\" target=\"_blank\">the popular<\/a> health care program. <\/p>\n<p>On Wednesday, he <a href=\"https:\/\/www.politico.com\/live-updates\/2025\/02\/19\/congress\/republicans-in-hispanic-heavy-districts-push-johnson-not-to-slash-medicaid-or-snap-00205044\" target=\"_blank\">publicly pushed<\/a> Speaker <a href=\"https:\/\/directory.politicopro.com\/member\/242539\" data-person-id=\"242539\">Mike Johnson<\/a> not to slash the benefit <a href=\"https:\/\/x.com\/RepTonyGonzales\/status\/1892352496917459386\" target=\"_blank\">in a letter<\/a> signed by seven other House Republicans representing Latino-heavy districts. <\/p>\n<p>\u201cIt&#8217;s a little bit more of a sticky conversation for Congressman Valadao,\u201d his former chief of staff Tal Eslick, now a top consultant in the Central Valley, told Playbook. \u201cFrom the perspective of [Democrats], it&#8217;s a great attack, and any claims they can make about House Republicans attacking that program will probably be pretty effective with voters.\u201d<\/p>\n<p>It\u2019s crucial for Valadao \u2014 who since his loss has survived several bruising campaigns to narrowly hold his inland California seat \u2014 to defend himself against health care-related attacks. Nearly half his <a href=\"https:\/\/ccf.georgetown.edu\/2024\/12\/11\/medicaid-chip-coverage-in-california-congressional-districts-2023\/\" target=\"_blank\">district\u2019s residents are enrolled in Medicaid<\/a>, according to 2023 data.<\/p>\n<p>That\u2019s by far the highest proportion of any district in the state, including other frontline Republicans who are being targeted over the prospect of cuts. Just 12 percent of residents of Rep. <a href=\"https:\/\/directory.politicopro.com\/member\/16857\" data-person-id=\"16857\">Young Kim<\/a>\u2019s are enrolled in Medicaid, while 21 percent of people in Rep. <a href=\"https:\/\/directory.politicopro.com\/member\/51306\" data-person-id=\"51306\">Ken Calvert<\/a>\u2019s district use the program.<\/p>\n<p>Valadao recently said he was not alone in his caucus in expressing concern about the House GOP spending plan, and that he would hold back support while he seeks information on the severity of the cuts and how they would impact his constituents.<\/p>\n<p>\u201cThere\u2019s at least double digits of people who are severely concerned,\u201d Valadao <a href=\"https:\/\/thehill.com\/homenews\/5146860-gop-budget-resolution-moderates-medicaid\/\" target=\"_blank\">told the Hill<\/a>. \u201cAnd I think as people start to understand the specifics of how it\u2019s going to affect their districts, I imagine that number grows.\u201d<\/p>\n<p>President Donald Trump has given his party\u2019s frontliners some cover to oppose cuts. He told reporters last month he would \u201c<a href=\"https:\/\/www.politico.com\/live-updates\/2025\/01\/31\/congress\/trump-love-and-cherish-medicaid-00201893\" target=\"_blank\">love and cherish<\/a>\u201d Social Security, Medicare and Medicaid. He told Fox News in an interview that aired Tuesday night: \u201cMedicare, Medicaid, none of that stuff is going to be touched.\u201d<\/p>\n<p>But Wednesday, on his social media network Truth Social, Trump <a href=\"https:\/\/truthsocial.com\/@realDonaldTrump\/posts\/114031015354735395\" target=\"_blank\">endorsed the House spending blueprint<\/a> that would require Medicaid spending be reduced <a href=\"https:\/\/www.businessinsider.com\/medicaid-trump-republicans-house-budget-social-security-medicare-musk-doge-2025-2\" target=\"_blank\">by billions<\/a> of dollars \u2014 placing <a href=\"https:\/\/www.politico.com\/news\/2025\/02\/19\/senate-medicaid-cuts-trump-00205042\" target=\"_blank\">vulnerable lawmakers back in a tight spot<\/a>.<\/p>\n<p>Since his return to Congress in 2021, Valadao has been <a href=\"https:\/\/www.politico.com\/news\/2024\/11\/13\/david-valadao-california-winning-house-00189493\" target=\"_blank\">almost invincible politically<\/a>, fending off challenges from his right flank after he voted to impeach Trump and surviving last fall\u2019s onslaught even as Democrats flipped three California House seats.<\/p>\n<p>Health care has been his glaring vulnerability.<\/p>\n<p>Anti-Republican campaigns including Protect Our Care and the labor-backed Fight for Our Health that are running their 2018 playbook needling him over health care. They\u2019re already running the TV ads, putting up billboards and holding town halls in his district urging against Medicaid cuts.<\/p>\n<p>Valadao clearly felt political pain after his vote for the House GOP legislation, even if it never became law.<\/p>\n<p>\u201cI\u2019ve had people come to my office and say: \u2018Did you take away my health care with this vote?\u2019\u201d he <a href=\"https:\/\/www.politico.com\/story\/2017\/06\/05\/obamacare-repeal-valadao-california-republicans-239149\" target=\"_blank\">told POLITICO in 2017<\/a>.<\/p>\n<p>Seventeen months later, he lost his seat.<\/p>\n<p><b><i>Like this content?
