And his allies on Capitol Hill aren\u2019t doing much to fend off the invasion.<\/p>\n<p>From firing a slate of inspectors general to changing citizenship qualifications to delaying a ban on the TikTok app, the president is running roughshod over Congress in his first week back in office. The effort culminated Monday night with a budget office memo freezing \u201call federal financial assistance\u201d pending a review by administration political appointees.<\/p>\n<p>The effort represents a frontal assault on the legislative branch\u2019s core constitutional power to raise and spend federal funds \u2014 the \u201cpower of the purse\u201d that has been zealously protected by generations of congressional leaders of both parties. A federal judge temporarily <a href=\"https:\/\/www.politico.com\/news\/2025\/01\/28\/donald-trump-freeze-blocked-00201082\" target=\"_blank\">blocked the move<\/a> Tuesday.<\/p>\n<p>Yet many senior Republicans quickly fell in line, brushing off the implications of the freeze \u2014 with some saying they expected it to be narrowed and many others defending it as Trump simply making good on his electoral mandate.<\/p>\n<p>\u201cYou need to understand, he was elected to shake up the status quo,\u201d said House Majority Whip <a href=\"https:\/\/directory.politicopro.com\/member\/227580\" data-person-id=\"227580\">Tom Emmer<\/a> (R-Minn.), calling the Office of Management and Budget order \u201cexactly what he was elected to do.&#8221;<\/p>\n<p>\u201cI think it&#8217;s a long time coming,\u201d added House Republican Conference Chair <a href=\"https:\/\/directory.politicopro.com\/member\/364726\" data-person-id=\"364726\">Lisa McClain<\/a> (R-Mich.). \u201cI hope this sets a precedent.\u201d<\/p>\n<p>Senate Majority Leader <a href=\"https:\/\/directory.politicopro.com\/member\/51242\" data-person-id=\"51242\">John Thune<\/a> (R-S.D.) also downplayed the freeze as a \u201cpreliminary step,\u201d describing it as \u201ca normal practice at the beginning of the administration until they have an opportunity to review how the money is being spent.\u201d (He later called for \u201cadditional clarity\u201d from the White House.)<\/p>\n<p>Democrats, meanwhile, declared the situation nothing short of a \u201cconstitutional crisis,\u201d as Sen. <a href=\"https:\/\/directory.politicopro.com\/member\/66836\" data-person-id=\"66836\">Jeff Merkley<\/a> (D-Ore.) told reporters Tuesday. Party leaders said state attorneys general were readying lawsuits to challenge the freeze, and they called for the cancellation of a planned committee vote on Trump\u2019s budget director nominee, Russ Vought.<\/p>\n<p>House Democrats have scheduled a Wednesday meeting to launch a \u201ccomprehensive three-pronged counteroffensive\u201d to include litigation, legislation and a \u201cDay of Action\u201d to raise alarms about the funding halt.<\/p>\n<p>\u201cThis is the most serious assault on the constitutional separation of powers and the authority of our Congress in the history of the country,\u201d said Sen. <a href=\"https:\/\/directory.politicopro.com\/member\/197755\" data-person-id=\"197755\">Angus King<\/a> (I-Maine), who caucuses with Democrats. \u201cI can never recall a time where the executive essentially tried to usurp the clear constitutional authority of Congress to authorize and fund programs.\u201d<\/p>\n<p>Trump\u2019s actions amount to the most significant test yet of just how much deference he can expect out of the Republican congressional majorities. Already he has shown that he is dealing with a strikingly more malleable GOP than he had when he was last inaugurated in 2017 and there was a significant element of the party \u2014 including then-leaders Mitch McConnell and Paul Ryan \u2014 willing to buck his wishes.<\/p>\n<p>While top leaders including Thune and Speaker <a href=\"https:\/\/directory.politicopro.com\/member\/242539\" data-person-id=\"242539\">Mike Johnson <\/a>minimized the threat to the institution they lead, there was more ambivalence to be found further down the GOP ranks.<\/p>\n<p>Sen. <a href=\"https:\/\/directory.politicopro.com\/member\/198816\" data-person-id=\"198816\">Kevin Cramer<\/a> (R-N.D.), a Trump ally, said the president was \u201ctesting his own authority\u201d and would soon back away.<\/p>\n<p>\u201cClearly an all-encompassing freeze on grant programs and appropriations can&#8217;t long endure,\u201d he said. \u201cThey&#8217;ll go through it, probably item by item, line by line, budget by budget. Who knows how they&#8217;ll do it. But, for now, it&#8217;s a pretty major test of separation of powers.\u201d<\/p>\n<p><video id=\"https:\/\/bluelightnews.com\/wp-content\/uploads\/2025\/01\/main-12.mp4\" title=\"'Not a blanket pause': White House clarifies exemptions on federal aid\" data-description=\"lead image\" poster=\"https:\/\/cf-images.us-east-1.prod.boltdns.net\/v1\/static\/1155968404\/80961acc-ea05-4b2a-84d4-9f39ab5069c6\/313ca39e-0cec-4074-8064-2c4a22b4c513\/1280x720\/match\/image.jpg\"><source src=\"https:\/\/bluelightnews.com\/wp-content\/uploads\/2025\/01\/main-12.mp4\" type=\"video\/mp4\"><\/video><\/p>\n<p>Trump officials have called some GOP lawmakers who have voiced concerns, telling them to stop, according to two people familiar with the private conversations who were granted anonymity to describe them. But many still weren\u2019t shy about describing mass confusion they encountered overnight Monday, with bewildered constituents flooding their phone lines.<\/p>\n<p>Rep. <a href=\"https:\/\/directory.politicopro.com\/member\/227109\" data-person-id=\"227109\">Don Bacon<\/a> (R-Neb.) said in an interview that he woke up at the House GOP retreat at Trump\u2019s Miami-area resort to text messages from constituents worried about Trump\u2019s order.<\/p>\n<p>\u201cFor people, this is their livelihood,\u201d Bacon said, adding that \u201dit\u2019s already appropriated money\u201d and that he hoped the freeze was \u201cshort-lived.\u201d<\/p>\n<p>\u201cSo they just gotta realize,\u201d he added of the Trump administration, \u201cwhen you come in with a sledgehammer, there&#8217;s some frag.\u201d<\/p>\n<p>GOP Sen. <a href=\"https:\/\/directory.politicopro.com\/member\/192907\" data-person-id=\"192907\">Thom Tillis<\/a> of flood-ravaged North Carolina expressed concerns about disaster relief funding: \u201cI can\u2019t imagine that the president would knowingly cut off housing assistance from people displaced from their homes.\u201d And Sen. <a href=\"https:\/\/directory.politicopro.com\/member\/51218\" data-person-id=\"51218\">Lisa Murkowski<\/a> (R-Alaska) said her office\u2019s phones were \u201cringing off the hook all morning\u201d with calls from people \u201cwondering what it means, how long it&#8217;s gonna last.\u201d<\/p>\n<p>The spending freeze could have immediate governing implications for Republicans. With just over six weeks until federal funding expires, they are faced with the tricky business of negotiating a fiscal 2025 spending deal with Democrats.<\/p>\n<p>With Trump now exercising the power to hold up federal spending, even briefly, those Democrats are warning that those talks are in peril \u2014 to say nothing of the additional need to raise the nation\u2019s debt limit in the coming months.<\/p>\n<p>\u201cCan you imagine what it&#8217;s going to be like \u2026 if those agreements mean nothing? That somebody can sit back and say, \u2018Sure, I&#8217;ll give you that,\u2019 knowing full well that their president&#8217;s in power and they will keep the funding out?\u201d Senate Appropriations Vice Chair <a href=\"https:\/\/directory.politicopro.com\/member\/51219\" data-person-id=\"51219\">Patty Murray<\/a> (D-Wash.) asked Tuesday. \u201cWe cannot function as a democracy in this country if we cannot respect and abide by our ability to make agreements in Congress.\u201d<\/p>\n<p>In a sign of the anger over the freeze, 22 Senate Democrats voted to oppose Sean Duffy\u2019s confirmation as Transportation secretary Tuesday after supporting him in a procedural vote the day prior, before the budget memo was released.<\/p>\n<p>Senate Appropriations Chair <a href=\"https:\/\/directory.politicopro.com\/member\/51168\" data-person-id=\"51168\">Susan Collins<\/a> (R-Maine) aired concerns about the move Tuesday, calling it \u201cfar too sweeping\u201d and for the administration to take a \u201cmore selective\u201d approach. Senate Budget Chair <a href=\"https:\/\/directory.politicopro.com\/member\/51186\" data-person-id=\"51186\">Lindsey Graham<\/a> (R-S.C.) said that he was in touch with the White House trying to get more information about the order\u2019s impact but defended the attempt to rein in spending in general terms.<\/p>\n<p>\u201cYou know, Trump promised to shake up the government,\u201d he said. \u201cI don\u2019t mind him looking at the programs. I just want to know what the metrics are. What the timetables are.\u201d<\/p>\n<p>That was a frequent refrain from other Republicans, who effectively shrugged off Monday night\u2019s memo despite Trump and his top allies making clear over many months that they have been readying to sidestep Congress on spending cuts.<\/p>\n<p>\u201cJust because it gets paused doesn\u2019t mean it won\u2019t get funded, and the ones that are funded are funded in a better way, more in line with our priorities,\u201d said Sen. <a href=\"https:\/\/directory.politicopro.com\/member\/151837\" data-person-id=\"151837\">John Hoeven<\/a> (R-N.D.).<\/p>\n<p>Few in the top GOP echelon showed much concern about political backlash \u2014 or what might happen next time Democrats are in charge.<\/p>\n<p>Emmer\u2019s advice for anxious Republicans? &#8220;Get on the team.&#8221;<\/p>\n<p><i>Anthony Adragna, Zack Colman, Lisa Kashinsky, Mia McCarthy, Jennifer Scholtes, Josh Siegel and Katherine Tully-McManus contributed to this report.
