As this week nears its end, that confidence is in short supply. <a href=\"https:\/\/www.nbcnews.com\/politics\/congress\/trumps-demands-leave-republicans-no-plan-government-shutdown-rcna184866\" target=\"_blank\">NBC News reported<\/a>:<\/p>\n<section>\n<blockquote>\n<p>The House rejected a bill Thursday to keep the government funded temporarily after Republican leaders reneged on an earlier bipartisan deal and made modifications to appease President-elect Donald Trump, billionaire Elon Musk and an internal GOP revolt. &#8230; The rejected measure leaves Congress without a clear plan to avoid a looming government shutdown.<\/p>\n<p><small><span><\/span><\/small><\/p><\/blockquote>\n<\/section>\n<p class>The day before the deadline did not go as expected. After Republicans abandoned the bipartisan compromise they&rsquo;d already agreed to, the assumption was that GOP leaders would huddle with Democratic leaders in the hopes of crafting a new agreement.<\/p>\n<p class>House Speaker Mike Johnson and his team instead chose an alternate course: Republicans negotiated with other Republicans, crafting a deal that not only <a href=\"https:\/\/thehill.com\/policy\/healthcare\/5049676-house-republicans-drop-pbm-reform\/\" target=\"_blank\">omitted Democratic priorities<\/a> that Johnson <a href=\"https:\/\/www.nytimes.com\/2024\/12\/17\/world\/europe\/congress-short-term-spending-bill.html\" target=\"_blank\">had already agreed to<\/a>but also left Democrats out of the policymaking process altogether &mdash; despite the inconvenient fact that Democrats, at least for now, control the Senate and the White House.<\/p>\n<p class>This approach failed spectacularly when Democrats, predictably, balked at the GOP-only measure, and when <a href=\"https:\/\/clerk.house.gov\/Votes\/2024516\" target=\"_blank\">38 House Republicans rejected<\/a> their own party&rsquo;s oddly named &ldquo;American Relief Act.&rdquo;<\/p>\n<p class>For the beleaguered House speaker, whose future prospects <a href=\"https:\/\/www.msnbc.com\/rachel-maddow-show\/maddowblog\/speakers-gavel-slowly-slipping-away-mike-johnson-rcna184812\" target=\"_blank\">appear rather bleak<\/a>it was the second debacle in as many days. Johnson <a href=\"https:\/\/www.washingtontimes.com\/news\/2024\/dec\/19\/mike-johnson-blames-democrats-killing-second-gover\/\" target=\"_blank\">tried to suggest<\/a> the Democratic minority was to blame for his fiasco, but it was a hilariously unpersuasive argument given this week&rsquo;s events:<\/p>\n<ul>\n<li>Republican leaders agreed to a deal with Democrats.<\/li>\n<li>Republican leaders abandoned their own deal after <a href=\"https:\/\/www.nytimes.com\/2024\/12\/19\/us\/politics\/elon-musk-spending-bill-fact-check.html\" target=\"_blank\">Elon Musk peddled misinformation about it<\/a>.<\/li>\n<li>Republican leaders crafted a new bill without Democratic input and while scrapping Democratic priorities.<\/li>\n<li>Republican leaders blamed Democrats for choosing not to go along with all of this.<\/li>\n<\/ul>\n<p class>Of course, the developments left the political world with the uncomfortable question of how to avoid a government shutdown with just hours remaining before the deadline.<\/p>\n<p class>There&rsquo;s <a href=\"https:\/\/www.politico.com\/live-updates\/2024\/12\/19\/congress\/republicans-scramble-for-plan-c-00195514\" target=\"_blank\">ample chatter<\/a> about a possible &ldquo;Plan C,&rdquo; though as Thursday&rsquo;s developments wrapped up, <a href=\"https:\/\/www.politico.com\/live-updates\/2024\/12\/19\/congress\/government-shutdown-schumer-house-00195492\" target=\"_blank\">some members<\/a> of <a href=\"https:\/\/www.politico.com\/live-updates\/2024\/12\/19\/congress\/republicans-scramble-for-plan-c-00195514\" target=\"_blank\">both parties<\/a> remained focused on &ldquo;Plan A&rdquo;: the bipartisan deal unveiled on Tuesday, which remains on the table, and which still hasn&rsquo;t been brought to the floor for a vote.<\/p>\n<p class>For his part, Johnson arrived on Capitol Hill the morning after his latest failure telling reporters that he and his team have a plan, though it&rsquo;s not yet clear whether that was true. What&rsquo;s more, if the House speaker is right about having a plan, the Louisiana Republican neglected to share any details about what it might entail.<\/p>\n<p class>As for Donald Trump, who <a href=\"https:\/\/truthsocial.com\/@realDonaldTrump\/113681499338715649\" target=\"_blank\">endorsed<\/a> his party&rsquo;s &ldquo;Plan B&rdquo; before its failure, the president-elect began the day with an online missive focused on the American public and those who&rsquo;d suffer in the event of a shutdown.<\/p>\n<p class>No, I&rsquo;m just kidding. The incoming president actually published an item to his social media platform focused on himself. &ldquo;If there is going to be a shutdown of government, let it begin now, under the Biden Administration, not after January 20th, under &lsquo;TRUMP,&rsquo;&rdquo; <a href=\"https:\/\/truthsocial.com\/@realDonaldTrump\/113685244784643200\" target=\"_blank\">he wrote<\/a>using his own idiosyncratic approach to quotation marks.<\/p>\n<p class>I won&rsquo;t pretend to know what will happen next, though there are several options. House GOP leaders could try again with their doomed &ldquo;Plan B.&rdquo; They could bring up &ldquo;Plan A&rdquo; for a vote. They could unveil something brand new and hope for the best. They could try talking to Democrats for a change and see if there&rsquo;s room for a compromise.
