Voters who backed Donald Trump in 2024 favor the competition-first position by 50 percent compared to just 34 percent of Kamala Harris voters.<\/p>\n<p>Republican Energy and Commerce Chair Brett Guthrie argued the U.S. cannot risk Chinese AI dominance, and that AI legislation is too complex to rush \u2014 even if that means pushing off until next year consideration of a measure by his panel.<\/p>\n<p>\u201cWe absolutely can\u2019t surrender,\u201d he said Wednesday at Blue Light News\u2019s Decoded Summit.<\/p>\n<p>Meanwhile, the head of the Congressional Progressive Caucus said competition isn\u2019t a reason to avoid guardrails.<\/p>\n<p>\u201cThe AI race is not an arms race that you win,\u201d Rep. Greg Casar said at the Decoded Summit.<\/p>\n<p>Other lawmakers from both sides of the aisle are trying to strike a balance. Rep. John Moolenaar, chair of the House Select Committee on the Chinese Communist Party, acknowledged lawmakers \u201cdo have a responsibility for public safety\u201d while saying it was also important to \u201cbeat China when it comes to the AI race.\u201d<\/p>\n<p>Still, the emerging divisions spotlight a <a href=\"https:\/\/www.politico.com\/news\/2026\/09\/16\/what-ai-urgency-industry-and-leaders-split-on-how-to-handle-advanced-techs-threats-01080660\" target=\"_blank\">long road ahead for any consensus from Congress<\/a>.<\/p>\n<p>An attempt to quickly pass a bill requiring companies to build a \u201ckill switch\u201d into their AI models from Republican Sen. John Kennedy <a href=\"https:\/\/www.politico.com\/live-updates\/2026\/09\/16\/congress\/paul-kills-kill-switch-bill-01081348\" target=\"_blank\">was blocked Wednesday<\/a> by Sen. Rand Paul on the chamber\u2019s floor.<\/p>\n<p>And while Guthrie\u2019s Senate counterpart, Commerce Chair Ted Cruz said <a href=\"https:\/\/www.politico.com\/live-updates\/2026\/09\/16\/congress\/ted-cruz-optimistic-on-ai-markup-01080371\" target=\"_blank\">Wednesday his hope\u00a0<\/a>was still to mark up this month a bipartisan AI safety bill from Majority Leader John Thune and Sen. Amy Klobuchar, lawmakers haven\u2019t reached agreement to finalize the measure. Thune himself said Wednesday he was unsure it would happen before the midterms.<\/p>\n<p>Cracks are also starting to show among the leading AI companies on what role they want Congress to play.<\/p>\n<p>One example: Anthropic\u2019s policy chief Sarah Heck declined at Blue Light News\u2019s summit to endorse a proposal for congressionally mandated independent AI monitoring \u2014 a day after competitor OpenAI endorsed it. The proposal is a key provision in Reps. Jay Obernolte and Lori Trahan\u2019s bipartisan AI safety measure.<\/p>\n<p>The House\u2019s <a href=\"https:\/\/www.politico.com\/live-updates\/2026\/09\/16\/congress\/johnson-cancels-another-house-session-day-01079318\" target=\"_blank\">early dismissal Wednesday<\/a> only added to time pressure on lawmakers, who will return to a lame duck session with an already full calendar.<\/p>\n<p><b><i>What else we\u2019re watching:\u00a0<\/i><\/b><\/p>\n<p><b>\u2014 LEE BULLISH ON PERMITTING:\u00a0<\/b>Energy and Natural Resources Chair <a href=\"https:\/\/www.politico.com\/live-updates\/2026\/09\/16\/congress\/lee-tells-colleagues-hes-bullish-on-permitting-deal-01081072\" target=\"_blank\">Mike Lee told fellow<\/a> Republicans during a closed-door lunch Wednesday he is \u201cguardedly optimistic\u201d that negotiators will reach a long-sought deal on a bill to ease permitting approval for energy projects. \u201cWe were told today that the Democrats are going to agree to a permitting bill, and it\u2019s going to be drafted and ready for us to vote on,\u201d Kennedy said in an interview. Still, the top negotiators have yet to clinch an agreement, meaning the timeline could slip until after the midterms.<\/p>\n<p><b>\u2014 SPY LAW TIMING UNCLEAR: <\/b>The Office of the Director of National Intelligence <a href=\"https:\/\/www.politico.com\/live-updates\/2026\/09\/16\/congress\/key-spy-law-could-go-dark-if-congress-doesnt-act-by-november-trump-admin-says-01080296\" target=\"_blank\">recently warned<\/a>Congress that if it doesn\u2019t vote on a controversial surveillance law by Nov. 20, the program could go dark, but it\u2019s unclear congressional leadership can meet that deadline. Thune told reporters this week that there is an \u201cinterest\u201d in trying to get Section 702 of the Foreign Intelligence Surveillance Act reauthorized, but didn\u2019t commit to getting a vote before the midterms.
