{"id":26775,"date":"2026-08-06T12:03:21","date_gmt":"2026-08-06T12:03:21","guid":{"rendered":"https:\/\/bluelightnews.com\/category\/politics\/capitol-agenda-summer-exit-eludes-senate\/"},"modified":"2026-08-06T12:03:21","modified_gmt":"2026-08-06T12:03:21","slug":"capitol-agenda-summer-exit-eludes-senate","status":"publish","type":"post","link":"https:\/\/bluelightnews.com\/category\/politics\/capitol-agenda-summer-exit-eludes-senate\/","title":{"rendered":"Capitol agenda: Summer exit eludes Senate"},"content":{"rendered":"<div>\n<p>Don\u2019t expect the typically <a href=\"https:\/\/www.politico.com\/news\/2026\/08\/05\/senate-summer-recess-escape-01026713\" target=\"_blank\">strong smell of Thursday jet fumes<\/a> in the halls of the Senate just yet.<\/p>\n<p>Ideally, senators would be leaving town for a five-week recess after business Thursday, but a legislative pile-up and pressure from President Donald Trump has made that impossible.<\/p>\n<p>All 100 senators still need to agree to a deal to speed up consideration of a measure to extend government funding through Dec. 11, a Russia sanctions bill, dozens of nominees including Todd Blanche and a bipartisan college athletics bill \u2014 an agenda that would otherwise take weeks to accomplish.<\/p>\n<p>Republicans also need to make a decision about whether they\u2019re going to attempt to take an initial step on a third party-line spending bill, which includes election security measures Trump is demanding.<\/p>\n<p>Senate Majority Leader John Thune said Wednesday evening the vibes were \u201cstarting to pick up\u201d in terms of a deal taking shape. But he cautioned on jet fumes:<\/p>\n<p>\u201cYou\u2019re not going to be smelling those anytime real soon. \u2026We\u2019ve obviously got, like I said, a stack of stuff to do,\u201d he said.<\/p>\n<p>While Thune hasn\u2019t ruled out taking up a budget blueprint for the GOP bill, he said it was \u201chard to say at this point\u201d if the votes were there.<\/p>\n<p>However senators are eyeing an exit strategy to allow Republicans to leave town while giving Trump a small win by taking up his elections measure. With that option, Republicans would bring up legislation related to the SAVE America Act instead of advancing a budget resolution, three people granted anonymity to discuss internal discussions said.<\/p>\n<p>Thune said it \u201cremains to be seen\u201d whether that\u2019s enough for hard-liners who have threatened to oppose leaving town without a vote on it.<\/p>\n<p>Also still in limbo is Trump\u2019s attorney general pick Blanche, who met Wednesday with GOP holdouts Sens. Bill Cassidy and Lisa Murkowski. Neither said afterward how they would vote on the nomination \u2014 and Blanche needs to secure at least one of their votes.<\/p>\n<p>Government funding legislation is also stuck in the pile-up, with Republicans grappling with intraparty wrangling <a href=\"https:\/\/www.politico.com\/live-updates\/2026\/08\/05\/congress\/donald-trump-hemp-ban-cr-01026529\" target=\"_blank\">over hemp language<\/a>. And an agreement to speed up consideration of the Russia sanctions measure is also in limbo as Democrats work through concerns in their ranks about it.<\/p>\n<p>And Democrats are waiting for smoke signals from Republicans on whether they\u2019ll force them to vote on cryptocurrency legislation that many of them currently oppose (more on that below). Dems are eager to avoid taking that vote ahead of the recess, potentially fueling tens of millions of dollars of campaign spending by industry allies.<\/p>\n<p><b><i>What else we\u2019re watching:\u00a0<\/i><\/b><\/p>\n<p><b>\u2014 JOHNSON BULLISH ON SPEAKERSHIP:\u00a0<\/b>Mike Johnson said he is planning to remain speaker if House Republicans hold onto the House \u2014 but didn\u2019t weigh in on his future plans if Democrats flip the majority. \u201cI don\u2019t have to answer that question because we\u2019re gonna win,\u201d Johnson told Dasha Burns on Tuesday in an interview for Blue Light News\u2019s <a href=\"https:\/\/www.youtube.com\/watch?v=uSXBPxGiD3s\" target=\"_blank\"><u>The Conversation<\/u><\/a>. \u201cI\u2019m gonna remain speaker of the House,\u201d he added. Johnson would face <a href=\"https:\/\/www.politico.com\/news\/2026\/04\/06\/jim-jordan-house-gop-leader-00858917\" target=\"_blank\"><u>difficult political headwinds<\/u><\/a> to stay on as minority leader if Democrats take back the chamber, but he dodged on the topic, reiterating his optimism.<\/p>\n<p><b>\u2014 FARM BILL OUTLOOK DIMS:\u00a0<\/b>Agriculture ranking member Amy Klobuchar <a href=\"https:\/\/subscriber.politicopro.com\/article\/2026\/08\/klobuchar-set-to-vote-against-gops-farm-bill-sinking-chances-of-package-advancing-01026509\" target=\"_blank\">is signaling she\u2019ll<\/a> oppose the GOP-led farm bill up for a markup Thursday, likely scuttling chances it\u2019ll advance. At issue is a provision to delay requirements that states pay for part of Supplemental Nutrition Assistance Program benefits. Agriculture Chair John Boozman has offered a one-year delay while Democrats are asking for two years. The nutrition aid requirements were passed as part of the GOP\u2019s megabill last summer.
