The prohibition would last for the duration of the funding patch.<\/p>\n<p>Senate Democrats wanted that addition, and top Republicans \u2014 including Senate Appropriations Chair <a href=\"https:\/\/directory.politicopro.com\/member\/51168\" data-person-id=\"51168\">Susan Collins<\/a> of Maine and Alaska Sen. <a href=\"https:\/\/directory.politicopro.com\/member\/51218\" data-person-id=\"51218\">Lisa Murkowski<\/a> \u2014 publicly voiced support for blocking the regulation the White House is working to finalize for the new fiscal year.<\/p>\n<p>It\u2019s unusual for Congress to pass a funding patch so far ahead of the Sept. 30 end of the fiscal year. But House Republicans kicked off action last month by <a href=\"https:\/\/www.politico.com\/live-updates\/2026\/07\/21\/congress\/house-passes-stopgap-funding-bill-months-before-shutdown-deadline-01007348\" target=\"_blank\"><u>passing their own bare-bones funding extension<\/u><\/a> to pressure senators into early negotiations on a plan to avert a funding lapse just weeks before the midterm elections.<\/p>\n<p>The Senate plan is the product of bipartisan negotiations between the chamber\u2019s top appropriators. House Republicans advanced their version without consulting Democrats.<\/p>\n<p>Unlike the House version, the Senate proposal includes language Democrats have demanded ensuring no new funding goes to immigration enforcement agencies. Republicans funded those programs through a party-line package this spring after the collapse of bipartisan negotiations on changes to the way the Trump administration carries out immigration enforcement.<\/p>\n<p>The Senate proposal includes some of the funding <a href=\"https:\/\/www.appropriations.senate.gov\/imo\/media\/doc\/extensions_divisions_authorizing_committees2.pdf\" target=\"_blank\">increases and authorizations<\/a> <a href=\"https:\/\/www.politico.com\/live-updates\/2026\/07\/20\/congress\/white-house-outlines-anamolies-01005677\" target=\"_blank\"><u>the White House sought<\/u><\/a> for specific programs.
