Appropriations Chair Susan Collins (R-Maine) expects continuing resolution text to be unveiled later today, she told reporters Thursday, and an initial vote is expected Monday evening.<\/p>\n<p>Still TBD: Collins wants to use the funding patch to <a href=\"https:\/\/www.politico.com\/live-updates\/2026\/07\/30\/congress\/trump-grants-cr-plan-01018189\" target=\"_blank\">block the Trump administration<\/a> from putting political appointees in charge of approving grants \u2014 a demand Democratic senators are also making.<\/p>\n<p>The decision is in Thune\u2019s hands. He acknowledged a \u201chandful of issues\u201d are still under consideration with the CR, and said he\u2019s \u201choping both sides can come together and figure\u201d them out.<\/p>\n<p>As for the sanctions bill, leaders of both parties are still trying to work out a deal to fast-track the legislation amid concerns from some Democrats and Sen. Rand Paul (R-Ky.) that it gives Trump too much tariff power.<\/p>\n<p>In addition to the nominees package, Thune also hasn\u2019t ruled out an initial vote on the landmark <a href=\"https:\/\/subscriber.politicopro.com\/article\/2026\/07\/senators-send-crypto-bill-ethics-counteroffer-to-white-house-as-floor-vote-looms-01017777\" target=\"_blank\">cryptocurrency bill<\/a> both parties have spent months negotiating or teeing up a bipartisan <a href=\"https:\/\/www.politico.com\/live-updates\/2026\/07\/28\/congress\/big-ten-sec-protect-college-sports-act-01013948\" target=\"_blank\">college sports overhaul<\/a> now in final stages of talks.<\/p>\n<p>But the big question is whether Republicans can take a major step toward another reconciliation bill by advancing a budget resolution.<\/p>\n<p>Thune met Thursday with Budget Chair Ron Johnson (R-Wis.), who said he was \u201coptimistic in terms of how things are kind of coming together.\u201d<\/p>\n<p>Republicans anticipate giving a number of Senate committees instructions for the bill, setting up a lengthy and politically painful process ahead of adoption despite pushes for urgency from the White House.<\/p>\n<p>Trump\u2019s chief of staff, Susie Wiles, was the latest official to head to Capitol Hill to <a href=\"https:\/\/www.politico.com\/news\/2026\/07\/30\/susie-wiles-senate-republicans-01018532\" target=\"_blank\">try and light a fire<\/a> under top Republicans. But GOP senators don\u2019t necessarily see the urgency.<\/p>\n<p>\u201cThe hard part is the president wants to be able to move fast, like an executive can move, and we&#8217;re a legislative branch,\u201d said Sen. James Lankford (R-Okla.). \u201cIt doesn&#8217;t move that fast.\u201d<\/p>\n<p><b><i>What else we\u2019re watching:\u00a0<\/i><\/b><\/p>\n<p><b>\u2014 BLANCHE TEETERING: <\/b>Todd Blanche\u2019s nomination as attorney general isn\u2019t dead yet. But it\u2019s certainly on life support. The acting AG met with Cornyn and Tillis Thursday at NRSC headquarters, and one person familiar with the discussion said the group was \u201cworking collaboratively now.\u201d But it would now be difficult to confirm him before August recess under Senate rules.<\/p>\n<p><b>\u2014 FARM BILL TEXT:\u00a0 <\/b>Senate Agriculture Chair <b>John Boozman<\/b> said his farm bill legislative text \u2014 originally expected Thursday \u2014 could come Friday or Saturday.
