The speaker can lose no more than two votes \u2014 assuming full attendance \u2014 as GOP leadership scrambles to win support from all corners of their conference before recess begins Thursday.<\/p>\n<p>The White House and leaders are working hard to sway the remaining undecided Republicans by offering more details on the plan\u2019s SAVE America Act election security provisions \u2014 a priority for President Donald Trump. They\u2019re also promising a fourth reconciliation bill to sweep-in members\u2019 wishlist items that were left out of Recon 3.0.<\/p>\n<p>One member GOP leaders see as virtually immovable is Rep. Thomas Massie.<\/p>\n<p>\u201cIt\u2019s a slush fund for the unauthorized Iran war with a payoff to farmers who are suffering from fuel and fertilizer price hikes due to the war, as well as from Trump\u2019s trade policies,\u201d Massie told Blue Light News.<\/p>\n<p>Rep. Warren Davidson has also told Blue Light News he <a href=\"https:\/\/www.politico.com\/newsletters\/inside-congress\/2026\/07\/21\/johnson-leans-in-on-gop-holdouts-01005899\" target=\"_blank\">plans to vote against the budget<\/a> plan, noting he would need to see pay-fors to get on board.<\/p>\n<p>We\u2019re also watching Reps. Tim Burchett and Kevin Kiley. Kiley said Tuesday he is \u201cvery unlikely\u201d to vote for the resolution and unlikely to be convinced otherwise. Meanwhile, Rep. Tom Barrett, who has voted to advance several Democratic-led Iran war powers resolutions this year, responded: \u201cWe\u2019ll see.\u201d<\/p>\n<p>House GOP leaders are trying to boost buy-in by reading more members in on details of a more than $1 billion proposal to \u201cenforce\u201d the citizenship and voter ID mandates in the SAVE America Act provisions of the plan, along with other potential funding.<\/p>\n<p>But what that \u201cenforcement\u201d would look like is at the center of heated talks with rank and file GOP skeptics and Republican leadership, according to four people who were granted anonymity to discuss private talks.<\/p>\n<p>\u201cI don\u2019t know,\u201d Johnson told Blue Light News Tuesday night when we asked him what he wants that enforcement policy to look like. \u201cWe\u2019ve got a lot of negotiating to go through.\u201d<\/p>\n<p>Majority Leader Steve Scalise said \u201call that\u2019s being worked out still.\u201d<\/p>\n<p>Dangling the promise of a fourth reconciliation bill to members is another tactic leaders are leveraging in negotiations.<\/p>\n<p>Many Republicans remain skeptical about a post-midterms fourth reconciliation bill actually coming to fruition \u2014 and even more skeptical it\u2019d include the provisions they want that didn\u2019t make it into Recon 3.0.<\/p>\n<p>\u201cI\u2019m not going to talk about reconciliation at all \u20143, 4, 10, 17,\u201d House Ways and Means Chair Jason Smith told Kelsey Brugger Tuesday when asked about GOP leaders\u2019 4.0 promise.
