But without assurance on PEPFAR funding from the Trump administration, Cornyn could singlehandedly block the two nominations if they otherwise receive party-line backing, as Republicans hold 12 seats on the committee to Democrats\u2019 10.<\/p>\n<p>It\u2019s the second time in less than a week that the four-term senator has bucked the White House in the wake of <a href=\"https:\/\/www.politico.com\/news\/2026\/05\/26\/paxton-wins-texas-senate-runoff-00937454\" target=\"_blank\">his Senate primary loss to Texas Attorney General Ken Paxton<\/a> in May. Cornyn suffered a lopsided defeat that came after the president endorsed Paxton \u2014 to the <a href=\"https:\/\/www.politico.com\/news\/2026\/05\/19\/with-trump-behind-paxton-republicans-fret-about-texas-senate-seat-00928897\" target=\"_blank\">chagrin of Senate GOP leadership<\/a>.<\/p>\n<p>He also <a href=\"https:\/\/www.politico.com\/live-updates\/2026\/07\/15\/congress\/cornyn-questions-blanche-00998826\" target=\"_blank\">clashed with Todd Blanche<\/a>, Trump\u2019s pick for attorney general, over the White House \u201canti-weaponization\u201d fund during a senate confirmation hearing last week. <\/p>\n<p>Asked about leveraging his vote in recent weeks to move the White House towards his preferred policies, Cornyn told Blue Light News, &#8220;It&#8217;s kind of fun.&#8221; <\/p>\n<p>Semafor was <a href=\"https:\/\/www.semafor.com\/article\/07\/21\/2026\/cornyn-threatens-to-sink-trump-nominees-over-pepfar\" target=\"_blank\">the first to report<\/a> Cornyn\u2019s ultimatum on the nominees. The White House and the State Department did not immediately respond to a request for comment.<\/p>\n<p>Lake and Mastriano both lost races for governor in 2022, in Arizona and Pennsylvania, respectively. They both took down more moderate Republicans in their respective primaries and earned the <a href=\"https:\/\/www.politico.com\/news\/2022\/05\/18\/trump-endorsement-mastriano-pa-republicans-00033573\" target=\"_blank\">president\u2019s favor by embracing his rhetoric regarding<\/a> the 2020 election.<\/p>\n<p>Lake <a href=\"https:\/\/www.politico.com\/news\/2024\/11\/03\/kari-lake-arizona-senate-trump-polling-gap-00186959\" target=\"_blank\">subsequently ran for Senate<\/a> in 2024, losing to Sen. <a href=\"https:\/\/directory.politicopro.com\/member\/189136\" data-person-id=\"189136\">Ruben Gallego<\/a> even though <a href=\"https:\/\/www.politico.com\/2024-election\/results\/arizona\/\" target=\"_blank\">Trump won Arizona that year by more than five points<\/a>.<\/p>\n<p>Cornyn is the latest Republican whose career Trump has effectively ended who\u2019s since decided to <a href=\"https:\/\/www.politico.com\/news\/2026\/07\/15\/trump-attorney-general-cdc-cornyn-tillis-cassidy-blanche-schwartz-00999854\" target=\"_blank\">turn the screws on the White House<\/a> in recent months.<\/p>\n<p>Cornyn and Sen. <a href=\"https:\/\/directory.politicopro.com\/member\/192907\" data-person-id=\"192907\">Thom Tillis<\/a> (R-N.C.) \u2014 both members of the Senate Judiciary Committee \u2014 <a href=\"https:\/\/www.politico.com\/news\/2026\/07\/20\/cornyn-tillis-blanche-confirmation-undecided-01005794\" target=\"_blank\">have been in talks with the White House<\/a> over what it would take for them to support advancing Blanche\u2019s attorney general nomination to a full floor vote.<\/p>\n<p>And Sen. <a href=\"https:\/\/directory.politicopro.com\/member\/66858\" data-person-id=\"66858\">Bill Cassidy<\/a> (R-La.), who <a href=\"https:\/\/www.politico.com\/news\/2026\/06\/27\/letlow-wins-louisiana-senate-primary-trump-00979200\" target=\"_blank\">lost his Republican primary<\/a> to Trump-endorsed Rep. <a href=\"https:\/\/directory.politicopro.com\/member\/396825\" data-person-id=\"396825\">Julia Letlow<\/a> in June, will play a major role in deciding the fate of Erica Schwartz, the administration\u2019s nominee for director of the Centers for Disease Control and Prevention. The two shared a <a href=\"https:\/\/www.politico.com\/live-updates\/2026\/07\/15\/congress\/cdc-nominee-struggles-to-convince-senators-00999399\" target=\"_blank\">tense exchange during her confirmation hearing<\/a> last week.<\/p>\n<p>Since Trump returned to office, Republicans have consistently pushed for cuts to the AIDS-prevention program created during the George W. Bush administration. The State Department cut over 100 contracts grants from PEPFAR last year as part of the efforts to curb government spending led by Elon Musk and the Department of Government Efficiency, drawing <a href=\"https:\/\/www.politico.com\/news\/2025\/06\/09\/rubio-pepfar-aids-usaid-democrats-00392794\" target=\"_blank\">criticism from Democratic lawmakers<\/a> and even some Republican senators, who blocked $400 million allocated for PEPFAR <a href=\"https:\/\/www.politico.com\/news\/2025\/07\/17\/senate-votes-to-cut-9-billion-from-public-broadcasting-and-foreign-aid-00459199\" target=\"_blank\">from being clawed back<\/a> in the White House\u2019s $9 billion rescission package last year.<\/p>\n<p>Last month, the State Department decided to begin winding down <a href=\"https:\/\/www.politico.com\/news\/2026\/06\/18\/pepfar-south-africa-white-afrikaners-hiv-aids-00968479\" target=\"_blank\">PEPFAR programming in South Africa<\/a> to comply with Trump\u2019s executive order directing U.S. agencies to stop the funding unless the African country took steps to prevent discrimination against its white Afrikaner minority.<\/p>\n<p><i>Chris Marquette contributed to this report. <\/i><\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>Sen.
