Cleo Fields (D-La.) has announced he will not seek reelection, choosing instead to run for state Senate in the wake of the Supreme Court\u2019s ruling gutting the Voting Rights Act.<\/p>\n<p>In <a href=\"https:\/\/fields.house.gov\/media\/press-releases\/congressman-fields-statement-upcoming-congressional-election\" target=\"_blank\"><u>a statement<\/u><\/a> late Tuesday afternoon, Fields said he came to the decision after \u201ca great deal of prayer and reflection.\u201d<\/p>\n<p>\u201cI feel my calling to serve the people is better put to use back home than here in D.C., and I intend to answer that call,\u201d said Fields, whose majority-Black district encompasses parts of Shreveport, Baton Rouge and Lafayette.<\/p>\n<p>Fields\u2019 announcement comes after the Louisiana state legislature in May <a href=\"https:\/\/www.politico.com\/news\/2026\/05\/29\/louisiana-republicans-pass-gerrymander-landry-00942820\" target=\"_blank\"><u>passed a new map<\/u><\/a> that eliminated his district following the Supreme Court\u2019s <a href=\"https:\/\/www.politico.com\/news\/2026\/04\/29\/supreme-court-voting-rights-act-louisiana-00898123\" target=\"_blank\"><i><u>Louisiana v. Callais<\/u><\/i><\/a> decision, which ruled that the state\u2019s second majority-Black district was an illegal racial gerrymander.<\/p>\n<p>Fields <a href=\"https:\/\/fields.house.gov\/media\/press-releases\/congressman-cleo-fields-releases-statement-supreme-courts-louisiana-v-callais\" target=\"_blank\"><u>condemned<\/u><\/a> the Supreme Court\u2019s April decision as \u201ca grave setback to voting rights\u201d as he pointed out that \u201cminority candidates are rarely, if ever, elected from districts where they are not the majority, underscoring why fair districting remains essential to ensuring equal representation.\u201d<\/p>\n<p>The National Republican Congressional Committee on Monday identified Fields\u2019 seat as one of its 2026 targets, adding to a list of more than 30 districts the committee has set its sights on.<\/p>\n<p>The <i>Callais<\/i> ruling was not the first time Fields\u2019 district, which he was first elected to represent in 1992 at the age of 29, was ruled unconstitutional; his district, then the 4th congressional district, <a href=\"https:\/\/www.nytimes.com\/1993\/12\/29\/us\/asserting-bias-judges-order-louisiana-to-change-districts.html\" target=\"_blank\"><u>was first found to be a racial gerrymander<\/u><\/a> in 1996. That three-judge panel then implemented a new map which included just one majority Black district, after which Fields was elected to the Louisiana Senate. He didn\u2019t return to Congress again until after his election in 2024.<\/p>\n<p>Fields will now seek to fill the seat of state Sen.
