Twenty-two Republicans opposed it, even as the Trump administration put out a Statement of Administrative Policy encouraging its enactment.<\/p>\n<p>Many Florida lawmakers extolled the legislation, with the state\u2019s chief economic drivers \u2014 tourism, recreation, restaurants and golfing \u2014 standing to benefit from the extra hours of daylight in the evenings year-round.<\/p>\n<p>\u201cWhy in the heck are we still changing our clocks?\u201d Rep. <a>Kat Cammack<\/a> (R-Fla.) asked during floor debate on the bill. \u201cFloridians \u2014 we are the sunshine state. We value sunshine.\u201d<\/p>\n<p>Rep. <a href=\"https:\/\/directory.politicopro.com\/member\/51850\" data-person-id=\"51850\">Gus Bilirakis<\/a>, another Florida Republican, added: \u201cThis is not about politics. This is about practicality. It is about recognizing that our laws should keep pace with the people we represent.\u201d<\/p>\n<p>Other members, however, were critical of the effort. Agriculture state lawmakers are especially wary of delaying daylight for farmers, while others fear the extra hours of darkness in the morning would pose risks to mental health, public safety and sleep habits.<\/p>\n<p>\u201cI\u2019m not for it,\u201d Rep. <a href=\"https:\/\/directory.politicopro.com\/member\/51438\" data-person-id=\"51438\">Steny Hoyer<\/a> (D-Md.) said in an interview, &#8220;because I think having kids go to school when it\u2019s dark doesn\u2019t make sense, and that\u2019s the major reason.\u201d<\/p>\n<p>Democrats devoted significant time during closed-door meetings Monday and Tuesday to debate the pros and cons of adopting permanent daylight saving time as the top Democrat on House Energy and Commerce, Rep. <a href=\"https:\/\/directory.politicopro.com\/member\/51557\" data-person-id=\"51557\">Frank Pallone<\/a> of New Jersey, tried hard to sell it.<\/p>\n<p>Pallone\u2019s committee adopted the Sunshine Protection Act as a bipartisan amendment to be included in a measure reauthorizing surface transportation programs. On Tuesday, he called it something on which \u201cmany Americans actually agree.\u201d He claimed that only 12 percent of Americans want to keep the clock-changing practice as is, adding that it\u2019s associated with an increase in heart attacks and strokes.<\/p>\n<p>In the end, 95 Democrats voted against the bill on the floor Tuesday.<\/p>\n<p>Lawmakers have been debating this topic for years, but the effort has picked up speed in recent months thanks to Trump&#8217;s involvement. GOP leaders decided to move the bill as a standalone proposition at this time in hopes it would entice Rep. <a href=\"https:\/\/directory.politicopro.com\/member\/364729\" data-person-id=\"364729\">Anna Paulina Luna<\/a> (R-Fla.) to <a href=\"https:\/\/www.politico.com\/live-updates\/2026\/07\/10\/congress\/gop-leaders-clock-plan-00993259\" target=\"_blank\">end her revolt<\/a> over unrelated issues on the House floor.<\/p>\n<p>\u201cI\u2019m glad President Trump is making this a priority,\u201d Sen. <a href=\"https:\/\/directory.politicopro.com\/member\/175586\" data-person-id=\"175586\">Rick Scott<\/a> (R-Fla.), the bill\u2019s champion in the Senate, said in a statement. \u201cWe have the momentum, now it\u2019s time to lock the clock.\u201d<\/p>\n<p>But the bill\u2019s prospects across the Capitol are dim. A GOP aide granted anonymity to speak freely noted that Senate Majority Leader <a href=\"https:\/\/directory.politicopro.com\/member\/51242\" data-person-id=\"51242\">John Thune<\/a> is unlikely to override Sen. <a href=\"https:\/\/directory.politicopro.com\/member\/198766\" data-person-id=\"198766\">Tom Cotton<\/a> (R-Ark.), a member of leadership who has long been opposed to making daylight saving time permanent.
