They discarded two of those days this week, sending members home early for Independence Day after a member rebellion left them unable to move major bills.<\/p>\n<p>Meanwhile, President Donald Trump\u2019s <a href=\"https:\/\/www.politico.com\/news\/2026\/06\/29\/donald-trump-mail-voting-save-america-00980173\" target=\"_blank\">demands for action<\/a> on a stalled GOP elections bill and a series of mercurial power moves have left Senate Republicans frustrated and morose as major legislation piles up \u2014 including the annual <a href=\"https:\/\/legislation.politicopro.com\/bill\/US_119_HR_8800\" target=\"_blank\">defense policy bill<\/a>, fiscal 2027 spending measures, an extension of government spy powers, the farm bill and more.<\/p>\n<p>\u201cWho needs Democrats when you have your own party derailing the Trump agenda?\u201d Rep. <a href=\"https:\/\/directory.politicopro.com\/member\/196377\" data-person-id=\"196377\">Nicole Malliotakis<\/a> (R-N.Y.) lamented Tuesday as members unexpectedly scattered for the upcoming holiday.<\/p>\n<p>Absent strong leadership or presidential intervention, the contemporary Congress tends to act only when deadlines force it to, and that has made the early part of this summer especially languid on Capitol Hill.<\/p>\n<p>Lawmakers <a href=\"https:\/\/www.politico.com\/news\/2026\/06\/11\/spy-law-on-track-to-lapse-after-house-rejects-extension-00958420\" target=\"_blank\">blew past a supposed June deadline<\/a> for the surveillance program\u2019s renewal, with spy agencies able to rely on existing wiretaps into early next year. The Pentagon bill doesn\u2019t have to get done until the end of the year, and government funding expires Sept. 30, when it is likely to be extended beyond the November election \u2014 along with the farm bill.<\/p>\n<p>Still, frustrations are mounting among the lawmakers who toil at the committee level to prepare bills for a dysfunctional House floor.<\/p>\n<p>\u201cWe lost four bills that we might have been able to get across the floor,\u201d House Appropriations Chair <a href=\"https:\/\/directory.politicopro.com\/member\/51327\" data-person-id=\"51327\">Tom Cole<\/a> (R-Okla.) said Tuesday. \u201cWe&#8217;re losing time, and time is a very precious commodity.\u201d<\/p>\n<p>The one major piece of legislation passed in recent weeks, a bipartisan housing bill, remains <a href=\"https:\/\/www.politico.com\/news\/2026\/06\/29\/trump-housing-bill-yawn-signing-00980463\" target=\"_blank\">unsigned by Trump<\/a>, who recently called it a &#8220;big yawn.&#8221; And the GOP\u2019s chances of passing a new policy bill under the party-line reconciliation process are looking increasingly remote.<\/p>\n<p>House GOP leaders hoped a Trump administration <a href=\"https:\/\/www.politico.com\/live-updates\/2026\/06\/10\/congress\/trump-reconciliation-defense-save-america-00958211\" target=\"_blank\">request for defense funding<\/a> would jump-start plans for that longshot bill, which could carry other Republican priorities ahead of the midterms. Instead, members are mired in fights over how to pay for the package, and hopes of moving forward with a budget blueprint for the bill ahead of the July 4 recess <a href=\"https:\/\/www.politico.com\/news\/2026\/06\/24\/reconciliation-trump-save-america-act-00974151\" target=\"_blank\">collapsed last month<\/a>.<\/p>\n<p>Key rank-and-file members and some House chairs huddled in Speaker <a href=\"https:\/\/directory.politicopro.com\/member\/242539\" data-person-id=\"242539\">Mike Johnson<\/a>\u2019s office Wednesday to plot a way forward on a reconciliation package, but another meeting with Budget Committee Republicans was canceled after GOP leaders sent lawmakers home early.<\/p>\n<p>Those who stayed \u2014 including Rep. <a href=\"https:\/\/directory.politicopro.com\/member\/355320\" data-person-id=\"355320\">August Pfluger<\/a> (R-Texas), an <a href=\"https:\/\/www.politico.com\/live-updates\/2026\/05\/12\/congress\/pfluger-bullish-on-timeline-for-recon-3-0-00917835\" target=\"_blank\">avowed cheerleader<\/a> for the party-line bill\u2014 acknowledged hope is fading fast.<\/p>\n<p>\u201cAfter this recess, if it doesn&#8217;t happen in the first couple of days, then I think it&#8217;s in real trouble,\u201d Pfluger, chair of the conservative Republican Study Committee, said in an interview.<\/p>\n<p>Only a handful of potential developments appear capable of pulling the GOP majorities out of their summer torpor.<\/p>\n<p>In the Senate, members are on guard for a potential Supreme Court confirmation fight \u2014 especially after National Public Radio mistakenly <a href=\"https:\/\/www.politico.com\/newsletters\/playbook\/2026\/07\/01\/the-insurgent-lefts-newest-star-00983534\" target=\"_blank\">published a false report<\/a> about Justice Samuel Alito\u2019s retirement.<\/p>\n<p>Otherwise the chamber is set to debate its version of the defense policy bill and process a handful of Trump nominations later this month before starting its summer recess. Other bills, including those dealing with college sports and cryptocurrency regulations, could also come to the floor.<\/p>\n<p>Republicans in both chambers believe they could be forced to act on an <a href=\"https:\/\/www.politico.com\/news\/2026\/06\/24\/trump-wants-88b-for-iran-war-disaster-aid-in-emergency-request-00974712\" target=\"_blank\">emergency Pentagon funding request<\/a> that the White House transmitted to Capitol Hill last week to cover the expense of the war with Iran. Farm assistance, disaster aid and other bipartisan priorities could ride along on that bill.<\/p>\n<p>But the military funding request is facing serious doubts as GOP lawmakers bristle at a lack of information from the Trump administration on how the requested $67 billion would be spent \u2014 and whether servicemember paychecks and munitions stockpiles might be at imminent risk. Key Republicans left a classified briefing from senior Pentagon officials at the Capitol Wednesday <a href=\"https:\/\/www.politico.com\/news\/2026\/07\/01\/iran-pentagon-defense-funding-00984007\" target=\"_blank\">frustrated at the unanswered questions<\/a>.<\/p>\n<p>\u201cWe recognize that the department needs more money fast,\u201d said Rep. <a href=\"https:\/\/directory.politicopro.com\/member\/51306\" data-person-id=\"51306\">Ken Calvert<\/a> of California, the top Republican responsible for shepherding the supplemental bill through the House. \u201cWe\u2019ve got to figure out exactly how much that is, and we\u2019ve got to do that as fast as possible.\u201d<\/p>\n<p>Asked as he left the briefing when exactly the Pentagon needs the money, Rep. <a href=\"https:\/\/directory.politicopro.com\/member\/51356\" data-person-id=\"51356\">Mario Diaz-Balart<\/a> (R-Fla.) said, \u201cNow.\u201d<\/p>\n<p>\u201cThis is really, really, really crucial,\u201d he said.<\/p>\n<p>But even if the administration coughs up the details appropriators like Calvert and Diaz-Balart are demanding, there is no sign the hard-liners holding the House floor hostage are willing to end their blockade \u2014 to say nothing about a potential Democratic filibuster in the Senate.<\/p>\n<p>The 13 Republicans who tanked a procedural vote Tuesday had a variety of grievances. Some wanted to pressure the Senate to take up the elections bill, <a href=\"https:\/\/legislation.politicopro.com\/bill\/US_119_S_1383\" target=\"_blank\">the SAVE America Act<\/a>. Others wanted to protest Johnson\u2019s failure to act on a border security measure, as they claim he promised to do weeks ago.<\/p>\n<p>\u201cWhen leadership is making promises and not following through and then you don\u2019t do anything about it, then it\u2019d be, shame on me,\u201d said Rep. <a href=\"https:\/\/directory.politicopro.com\/member\/192565\" data-person-id=\"192565\">Eric Burlison<\/a> (R-Mo.).<\/p>\n<p>But the proposed border bill is entangled in other intra-GOP conflicts, according to five people granted anonymity to describe internal conversations. House GOP leaders and leadership staff huddled in a series of closed-door meetings Wednesday over the various issues, with still no solution to reopening the floor.<\/p>\n<p>Some centrist Republicans don\u2019t want to vote on it before the midterms, they said, and farm-state members are demanding GOP leaders add guestworker visa provisions \u2014 something immigration hard-liners sharply oppose.<\/p>\n<p>Johnson held a call Wednesday with Judiciary Chair <a href=\"https:\/\/directory.politicopro.com\/member\/51745\" data-person-id=\"51745\">Jim Jordan<\/a> (R-Ohio) and other members to try to find a path forward without making much progress, according to the five people.<\/p>\n<p>It didn\u2019t help, some members noted this week, that members were sent home early rather than hash out their differences in person.<\/p>\n<p>\u201cWe shouldn&#8217;t be leaving town,\u201d Rep. <a href=\"https:\/\/directory.politicopro.com\/member\/195970\" data-person-id=\"195970\">Ralph Norman<\/a> (R-S.C.) said. \u201cWe ought to be working, and we&#8217;re not doing it.\u201d<\/p>\n<p><i>Calen Razor and Katherine Tully-McManus contributed to this report.<\/i><\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>The Republican congressional agenda is melting in the summer heat.
