The fact that he is widely viewed as a failure shows just how warped our political and informational systems are.<\/p>\n<p class>In a perfect world, we\u2019d all have a good understanding of the challenges presidents face, including what it would take to meet those challenges. We\u2019d know what actions the president took and what the results were. We\u2019d have at least some concept\u00a0of how things could have gone differently \u2014 for better or worse.\u00a0<\/p>\n<p class>Because we don\u2019t live in that world, economics is where Biden has received the most criticism, and the overall judgment has been brutal. Most Americans have <a href=\"https:\/\/projects.fivethirtyeight.com\/biden-approval-rating\/\" target=\"_blank\" rel=\"noopener\">disapproved<\/a> of his performance for the last three years (after a brief early honeymoon), and his approval ratings now hover in the high 30s.<\/p>\n<p class>Among the things for which Biden gets little acknowledgment is his legislative success. He signed a series of highly consequential bills, including the bipartisan infrastructure bill, the CHIPS and Science Act and the Inflation Reduction Act, which was by far the most important bill addressing climate change in the nation\u2019s history.\u00a0<\/p>\n<p class>Biden\u2019s critics would say his approval ratings are low primarily because we went through a period of inflation, which people hate. Fair enough. But inflation happened all over the world as supply chains struggled to restart after the worst of the Covid pandemic. The decision we made in the U.S. to minimize the shock of the Covid recession by pumping money into the economy \u2014 a strategy that <a href=\"https:\/\/www.cnn.com\/2020\/03\/27\/politics\/coronavirus-stimulus-house-vote\/index.html\" target=\"_blank\" rel=\"noopener\">began<\/a> while Trump was president \u2014 was clearly the correct one, saving the country from an explosion in unemployment.<\/p>\n<p class>America has <a href=\"https:\/\/www.brookings.edu\/articles\/the-us-recovery-from-covid-19-in-international-comparison\/\" target=\"_blank\" rel=\"noopener\">recovered<\/a> more quickly and more completely than almost any comparable country. As The Economist <a href=\"https:\/\/www.economist.com\/special-report\/2024\/10\/14\/the-american-economy-has-left-other-rich-countries-in-the-dust\" target=\"_blank\" rel=\"noopener\">put it<\/a>, \u201cThe American economy has left other rich countries in the dust.\u201d Real wages have <a href=\"https:\/\/www.epi.org\/publication\/swa-wages-2023\/\" target=\"_blank\" rel=\"noopener\">risen<\/a> fastest for those at the bottom of the income scale. Today, inflation is at <a href=\"https:\/\/www.bls.gov\/cpi\/\" target=\"_blank\" rel=\"noopener\">2.4%<\/a>, <a href=\"https:\/\/www.nbcnews.com\/business\/economy\/us-inflation-june-2022-consumer-price-index-rcna37897\" target=\"_blank\" rel=\"noopener\">compared with the 9.1% peak\u00a0in June 2022<\/a>. The fight against rising prices has essentially been won.<\/p>\n<p class>But few in the electorate seem aware. Voters punish incumbent parties for inflation, whether or not it was their fault \u2014 and even after it\u2019s over. That\u2019s a phenomenon we\u2019ve seen <a href=\"https:\/\/www.vox.com\/2024-elections\/383208\/donald-trump-victory-kamala-harris-global-trend-incumbents\" target=\"_blank\" rel=\"noopener\">around the world<\/a> this year. But the fact that voters in other countries are also blaming their governments for inflation doesn\u2019t mean that Biden deserves blame for it, especially given how successful his economic policies have been more generally.\u00a0<\/p>\n<p class>If your answer to that is \u201cBut there are still a lot of people struggling!\u201d that\u2019s true \u2014 but it is no more true than it has been for decades, and in many ways, it is less so. For instance, the proportion of Americans without health insurance is at an <a href=\"https:\/\/www.cdc.gov\/nchs\/pressroom\/nchs_press_releases\/2024\/20240618.htm\" target=\"_blank\" rel=\"noopener\">all-time low<\/a>, thanks to Democrats (and Republicans are still hoping to repeal the Affordable Care Act, which would be catastrophic). You can argue that it would be better if Biden had solved the problem of inequality, but you certainly can\u2019t say he did <em>worse<\/em> on that score than previous presidents.<\/p>\n<p class>In the inevitable circular firing squad Democrats and progressives are now assembling, one of the most prominent criticisms is that the party plays too much to its <a href=\"https:\/\/democracyjournal.org\/magazine\/74\/degrees-of-difference\/\" target=\"_blank\" rel=\"noopener\">highly educated base<\/a>, and if it wants to succeed then it must reconnect with working-class voters. As Sen. Bernie Sanders, I-Vt., said Wednesday, \u201cIt should come as no great surprise that <a href=\"https:\/\/x.com\/BernieSanders\/status\/1854271157135941698\" target=\"_blank\" rel=\"noopener\">a Democratic Party which has abandoned working-class people<\/a> would find that the working class has abandoned them.\u201d<\/p>\n<p>Far from \u201cabandoning\u201d working-class people, Biden\u2019s has been the most economically populist presidency in decades, probably since FDR\u2019s.<\/p>\n<p class>Yet, far from \u201cabandoning\u201d working-class people, Biden\u2019s has been the most economically populist presidency in decades, probably since FDR\u2019s. He was the first president to <a href=\"https:\/\/www.nbcnews.com\/politics\/white-house\/biden-makes-history-striking-auto-workers-picket-line-rcna117348\" target=\"_blank\" rel=\"noopener\">walk a picket line<\/a>, with striking autoworkers. His labor record has been exemplary: He <a href=\"https:\/\/www.nbcnews.com\/business\/business-news\/biden-administration-bans-noncompete-agreements-setting-legal-showdown-rcna149069\" target=\"_blank\" rel=\"noopener\">banned<\/a> noncompete agreements for most workers, <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2024\/07\/01\/statement-from-president-joe-biden-on-extending-overtime-to-millions-of-workers\/\" target=\"_blank\" rel=\"noopener\">expanded<\/a> overtime pay and <a href=\"https:\/\/www.cnn.com\/2022\/12\/08\/politics\/biden-union-pension-funds\/index.html\" target=\"_blank\" rel=\"noopener\">saved the pensions<\/a> of hundreds of thousands of workers. The Federal Trade Commission is finally <a href=\"https:\/\/www.cbsnews.com\/news\/federal-trade-commission-lina-khan-60-minutes\/\" target=\"_blank\" rel=\"noopener\">attacking<\/a> monopoly power. The Consumer Financial Protection Bureau, which all but lay fallow under Trump, is <a href=\"https:\/\/www.cnbc.com\/select\/credit-card-late-fees-new-cap\/\" target=\"_blank\" rel=\"noopener\">protecting consumers again<\/a>. The bills he signed have <a href=\"https:\/\/www.politifact.com\/factchecks\/2023\/dec\/13\/joe-biden\/fact-checking-joe-biden-on-manufacturing-jobs\/\" target=\"_blank\" rel=\"noopener\">begun<\/a> a manufacturing boom, <a href=\"https:\/\/www.politico.com\/news\/2024\/01\/19\/biden-manufacturing-factory-jobs-00136473\" target=\"_blank\" rel=\"noopener\">focused<\/a> purposefully on jobs that don\u2019t require college degrees.<\/p>\n<p class>Vice President Kamala Harris promised to continue and expand on that progress. Did it convince voters that Democrats are the party of the working class? No, it did not. Yet, Trump, whose primary economic priorities are extending tax cuts for the wealthy and imposing huge tariffs that will be brutal for people of modest incomes, is supposed to be the \u201cpopulist.\u201d<\/p>\n<p class>There are many other things we could mention: \u00a0student debt relief, Medicare\u2019s finally being allowed to negotiate drug prices, Biden\u2019s extraordinarily progressive <a href=\"https:\/\/www.pewresearch.org\/short-reads\/2023\/12\/04\/most-of-bidens-appointed-judges-to-date-are-women-racial-or-ethnic-minorities-a-first-for-any-president\/\" target=\"_blank\" rel=\"noopener\">record<\/a> on judicial appointments and the fact that despite Republicans\u2019 best efforts to find one, there has been no serious Biden administration scandal. A cynic might say that we can\u2019t expect the average voter to appreciate all this, and while we certainly <em>don\u2019t<\/em> expect them to, that doesn\u2019t mean not appreciating it isn\u2019t a problem.<\/p>\n<p class>If we want government to be responsive, we would hope that good governance would be rewarded and bad governance would be punished. But for that to occur, the public has to understand what\u2019s actually happening. And for the most part, it doesn\u2019t.\u00a0<\/p>\n<p class>It\u2019s partly a problem of inattention, compounded by the fact that policy gets more complicated all the time. It\u2019s also about salesmanship; unlike recent presidents who got re-elected (Barack Obama, George W. Bush, Bill Clinton, Ronald Reagan), Biden isn\u2019t a particularly skilled communicator. To make things worse, voters are swimming in a social media environment that is built to pull our attention to outrage and triviality. And the right is particularly adept at using those platforms to distract and deceive; just look at how Elon Musk turned what was Twitter into the engine of misinformation and far-right extremism that is X.\u00a0\u00a0<\/p>\n<p class>Biden\u2019s unpopularity was an albatross that Harris couldn\u2019t shake; the fact that it was largely unwarranted is no comfort. But Democrats need to realize that they have less a policy problem than a propaganda problem, one that is evident in both the messages the parties send and the systems through which information is delivered. If Democrats can figure out how to do something about that, they\u2019ll be less likely to find themselves in the position they are now.<\/p>\n<p>Trump will no doubt claim that he is responsible for everything good that Biden did.
