{"id":20323,"date":"2026-03-21T00:46:38","date_gmt":"2026-03-21T00:46:38","guid":{"rendered":"https:\/\/bluelightnews.com\/category\/politics\/white-house-revises-its-dhs-offer-as-talks-to-end-shutdown-pick-up\/"},"modified":"2026-03-21T00:46:38","modified_gmt":"2026-03-21T00:46:38","slug":"white-house-revises-its-dhs-offer-as-talks-to-end-shutdown-pick-up","status":"publish","type":"post","link":"https:\/\/bluelightnews.com\/category\/politics\/white-house-revises-its-dhs-offer-as-talks-to-end-shutdown-pick-up\/","title":{"rendered":"White House revises its DHS offer as talks to end shutdown pick up"},"content":{"rendered":"<div>\n<p>The White House offered additional immigration enforcement concessions to Democrats Friday evening as border czar Tom Homan met a second time with a bipartisan group of senators seeking to end the Homeland Security shutdown, according to lawmakers who attended.<\/p>\n<p>Leaving the private meeting, Republican senators said they hope Democrats respond over the weekend to the Trump administration\u2019s bolstered proposal of immigration enforcement changes meant to address Democratic demands for funding DHS.<\/p>\n<p>\u201cWe need to get the government back open,\u201d Homan said as he left the meeting. \u201cIt was a good discussion. That is all I\u2019m going to say.\u201d<\/p>\n<p>Washington Sen. <a href=\"https:\/\/directory.politicopro.com\/member\/51219\" data-person-id=\"51219\">Patty Murray<\/a>, the Senate\u2019s top Democratic appropriator, was in attendance, along with Democratic Sens. <a href=\"https:\/\/directory.politicopro.com\/member\/232351\" data-person-id=\"232351\">Maggie Hassan<\/a> of New Hampshire, <a href=\"https:\/\/directory.politicopro.com\/member\/259552\" data-person-id=\"259552\">Catherine Cortez Masto<\/a> of Nevada and <a href=\"https:\/\/directory.politicopro.com\/member\/197755\" data-person-id=\"197755\">Angus King<\/a> of Maine, an independent who caucuses with Democrats.<\/p>\n<p>Those senators declined to comment as they left the confab. But a Democratic aide familiar with the meeting said there is \u201ca ways to go\u201d in the ongoing negotiations \u201cto secure the significant reforms that Democrats have laid out for weeks and that are necessary to earn the support of the Democratic caucus.\u201d<\/p>\n<p>Sen. <a href=\"https:\/\/directory.politicopro.com\/member\/151837\" data-person-id=\"151837\">John Hoeven<\/a> (R-N.D.), who also attended, said afterward he thinks the group \u201cmade some more progress\u201d toward a deal as the DHS shutdown approaches five weeks. Senate Appropriations Chair <a href=\"https:\/\/directory.politicopro.com\/member\/51168\" data-person-id=\"51168\">Susan Collins<\/a> (R-Maine) said the White House had made \u201ca very fair, reasonable offer.\u201d<\/p>\n<p>\u201cI think Democrats need to come back to us now and talk to us about what they&#8217;re willing to do,\u201d Hoeven added. \u201cWe&#8217;ve put so many things on the table and put them out.\u201d<\/p>\n<p>An ongoing complaint about the negotiations from Democrats has been that Republicans and the White House have offered their proposals in recent weeks without legislative text. But Republicans offered fresh draft legislation Friday, put together by the White House, according to Hoeven.<\/p>\n<p>He characterized the latest GOP offer as \u201cbuilding\u201d on a letter the White House sent earlier this week and \u201cproviding more detail on it and providing legislative text on it.\u201d<\/p>\n<p>Sen. <a href=\"https:\/\/directory.politicopro.com\/member\/6774\" data-person-id=\"6774\">Katie Britt<\/a> (R-Ala.), chair of the Homeland Security funding panel, said as she left the meeting that a deal to reopen DHS needs to be clinched by next week &#8220;one way or the other.\u201d <\/p>\n<p>\u201cThere has to be a pathway forward,\u201d she said<\/p>\n<p>The group of lawmakers is hoping to meet again over the weekend, with the Senate planning to be in session both Saturday and Sunday working on other legislative priorities. But Republicans said timing will be up to Democrats, who are now expected to respond with a counteroffer.<\/p>\n<p>Democrats have insisted on requiring judicial warrants for immigration raids, and that remains unsettled, but Hoeven said there was room for agreement over creating \u201cserious\u201d criminal penalties for \u201cdoxxing\u201d and harassing law enforcement.<\/p>\n<p>That could help ease concerns about requiring DHS officers to identify themselves and their agency when conducting immigration enforcement operations, though Hoeven said the masking ban Democrats want remains a nonstarter.<\/p>\n<p>\u201cICE is going to have to be able to wear masks the same way other law enforcement does,\u201d he said.<\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>The White House offered additional immigration enforcement concessions to Democrats Friday evening as border czar Tom Homan met a second time with a bipartisan group of senators seeking to end the Homeland Security shutdown, according to lawmakers who attended.
