It&rsquo;s not that they avoid scandal as much as they aren&rsquo;t typically scandalous people. But that&rsquo;s not what&nbsp;President Donald Trump has prioritized for the Cabinet in his second term, as shown by the saga of outgoing Homeland Security Secretary Kristi Noem, who was <a href=\"https:\/\/www.ms.now\/the-briefing-with-jen-psaki\/trump-fires-kristi-noem-scandals-deportation-ads-corruption\">unceremoniously fired<\/a> this week.<\/p>\n<p>Instead of hiring quiet, competent managers, Trump has hired people who love being on camera and don&rsquo;t consider it beneath their dignity to <a href=\"https:\/\/www.nytimes.com\/2025\/08\/26\/us\/politics\/trump-cabinet-meeting.html\">cartoonishly lavish the president with praise<\/a>. Noem, who, as the governor of South Dakota, <a href=\"https:\/\/apnews.com\/article\/donald-trump-south-dakota-kristi-noem-25bfcb43be782fda020d6a759d7c6ead\">gave Trump a bust of Mount Rushmore<\/a> with his face on it, fit the bill.<\/p>\n<p>As governor, Noem had already achieved some level of notoriety before joining the Cabinet for <a href=\"https:\/\/southdakotasearchlight.com\/2024\/04\/09\/cost-of-workforce-ads-starring-noem-rises-to-9-million\/\">starring in a $9 million series of goofy ads<\/a> touting South Dakota jobs, <a href=\"https:\/\/apnews.com\/article\/business-discrimination-kristi-noem-south-dakota-age-discrimination-7942a78d5545205dff41a696ef9fc251\">allegedly intervening<\/a> to help her daughter obtain a real estate appraiser license and, most infamously, admitting in her memoir that she took <a href=\"https:\/\/www.ms.now\/opinion\/msnbc-opinion\/kristi-noem-killing-dog-trump-cricket-rcna150874\">Cricket, an &ldquo;untrainable&rdquo; family dog<\/a>to a gravel pit and shot her dead.<\/p>\n<div data-wp-interactive=\"msnbcVideo\" data-wp-context=\"{\" post kim: problems at dhs are than just kristi noem jansing reports trump announced he tapped senator markwayne mullin to replace as secretary of homeland security. sen. andy kim a member the security committee joins chris share his concerns about how administration is running dhs. hill data-wp-init=\"callbacks.init\">\n<p><img loading=\"lazy\" decoding=\"async\" width=\"860\" height=\"484\" src=\"https:\/\/www.ms.now\/wp-content\/uploads\/2026\/03\/1772819301827_n_jansing_senator_andy_kim_kristi_noem_replaced_as_dhs_secrtary_sen_mullin_260306_1920x1080.jpg?w=860&amp;h=484&amp;crop=1\" alt><\/p>\n<\/div>\n<p>None of those controversies stopped Trump from picking Noem to head the third-largest Cabinet department and making her responsible for everything from ensuring the safety of the nation&rsquo;s airports to overseeing the president&rsquo;s sweeping mass deportation program.<\/p>\n<p>If anything, those past scandals may have been a positive. The president seems to appreciate people who survive their own political storms. Noem&rsquo;s rocky past also didn&rsquo;t stop the Senate from confirming her nomination, <a href=\"https:\/\/www.nytimes.com\/interactive\/2025\/01\/25\/us\/politics\/noem-senate-confirmation-vote.html\">59-34<\/a>in a vote that included every Republican and seven Democrats.<\/p>\n<p>She joined a team that is less like a typical presidential Cabinet and more like the Cabinet of Dr. Caligari: There&rsquo;s Defense Secretary Pete Hegseth, an <a href=\"https:\/\/thehill.com\/homenews\/media\/392248-man-sues-fox-friends-host-after-hes-struck-by-axe-on-set\/\">ax-throwing<\/a> Fox News host with <a href=\"https:\/\/www.axios.com\/2025\/01\/14\/hegseth-tattoo-blocked-biden-inauguration\">tattoos<\/a> straight out of &ldquo;The Da Vinci Code&rdquo;; there&rsquo;s Human and Health Services Secretary Robert F. Kennedy Jr., the scion of a legendary Democratic family turned <a href=\"https:\/\/www.ms.now\/top-stories\/latest\/rfk-jr-guts-vaccine-advisory-committee-misinformation-rcna215949\">notorious anti-vaxxer<\/a> who once <a href=\"https:\/\/www.npr.org\/2024\/08\/05\/nx-s1-5063939\/rfk-jr-central-park-bear-bicycle\">left a bear carcass in Central Park<\/a> and said he <a href=\"https:\/\/www.ms.now\/top-stories\/latest\/rfk-jr-worm-brain-health-election-rcna151227\">had a brain worm<\/a>; and there&rsquo;s Transportation Secretary Sean Duffy, a former <a href=\"https:\/\/www.nytimes.com\/2025\/06\/23\/us\/politics\/sean-duffy-reality-television.html\">reality TV cast member-turned-congressman<\/a> who is obsessed with <a href=\"https:\/\/www.nytimes.com\/2025\/06\/23\/us\/politics\/sean-duffy-reality-television.html\">boosting the country&rsquo;s birthrate<\/a>to name a few. Still, once in that Cabinet, Noem held her weight when it came to generating more controversy.<\/p>\n<p>Among other things, she was <a href=\"https:\/\/www.ms.now\/rachel-maddow-show\/maddowblog\/kristi-noem-flunks-important-test-basic-meaning-habeas-corpus-rcna207982\">unable to define<\/a> habeas corpus, a basic constitutional principle, at a Senate hearing; flew to El Salvador to <a href=\"https:\/\/www.ms.now\/top-stories\/latest\/kristi-noem-el-salvador-prison-cecot-video-rcna198394\">pose for a bizarre photo<\/a> at the notorious CECOT prison; made herself the star of a <a href=\"https:\/\/www.pbs.org\/newshour\/politics\/watch-kennedy-questions-noem-about-using-taxpayer-money-for-ad-campaign-featuring-her-prominently\">$220 million ad campaign<\/a> that followed a <a href=\"https:\/\/www.propublica.org\/article\/kristi-noem-dhs-ad-campaign-strategy-group\">no-bid contract<\/a>; claimed not to recognize a U.S. senator at a news conference who was <a href=\"https:\/\/www.ms.now\/rachel-maddow-show\/maddowblog\/alex-padilla-kristi-noem-press-conference-rcna212692\">forcibly removed and handcuffed<\/a>; baselessly called two Americans killed by immigration agents <a href=\"https:\/\/www.ms.now\/news\/kristi-noem-house-testimony\">domestic terrorists<\/a>; took time out to criticize a <a href=\"https:\/\/www.ms.now\/rachel-maddow-show\/maddowblog\/kristi-noem-zach-bryan-song-ice-lyrics-country-music-rcna236677\">country music singer<\/a> over his lyrics critical of Immigration and Customs Enforcement; and reportedly <a href=\"https:\/\/www.nytimes.com\/2025\/10\/18\/us\/politics\/kristi-noem-dhs-gulfstream.html\">spent $172 million of taxpayer money<\/a> on two Gulfstream private jets.<\/p>\n<div data-wp-interactive=\"msnbcVideo\" data-wp-context=\"{\" post was furious how kristi noem self-promotion led to her firing joe trump fired dhs secretary on thursday and announced plans replace with senator markwayne mullin of oklahoma. the morning panel reporter laura barr discuss. data-wp-init=\"callbacks.init\">\n<p><img loading=\"lazy\" decoding=\"async\" width=\"860\" height=\"484\" src=\"https:\/\/www.ms.now\/wp-content\/uploads\/2026\/03\/1772797749433_n_mj_second_260306_1920x1080.jpg?w=860&amp;h=484&amp;crop=1\" alt><\/p>\n<\/div>\n<p>And then there&rsquo;s the actions of the department she oversaw.<\/p>\n<p>Under her leadership, ICE <a href=\"https:\/\/www.ms.now\/opinion\/msnbc-opinion\/ice-hiring-standards-dhs-immigration-police-rcna239656\">eliminated age requirements for applicants<\/a>many of whom reportedly <a href=\"https:\/\/www.nbcnews.com\/politics\/immigration\/new-ice-recruits-showed-training-full-vetting-rcna238739\">failed an open-book test on immigration and constitutional law<\/a>; allowed agents to <a href=\"https:\/\/www.reuters.com\/world\/us\/los-angeles-ice-raids-fuel-controversy-over-masked-agents-2025-06-09\/\">wear masks and balaclavas <\/a>to hide their identities as they conducted raids; expanded the <a href=\"https:\/\/www.ms.now\/opinion\/kristi-noem-senate-testimony-fourth-amendment-constitution\">controversial use of administrative warrants<\/a> not signed by a judge to forcibly enter people&rsquo;s homes; earned <a href=\"https:\/\/www.ms.now\/opinion\/kristi-noem-ice-federal-judge-warning\">rebukes from multiple federal judges<\/a> for refusing to follow court rulings; <a href=\"https:\/\/www.propublica.org\/article\/immigration-dhs-american-citizens-arrested-detained-against-will\">violently detained at least 170 American citizens<\/a>; and had its <a href=\"https:\/\/people.com\/deaths-ice-custody-last-year-as-fatal-shootings-spur-outrage-11890261\">deadliest year in two decades<\/a>as 32 people died in its custody. And then there&rsquo;s the two American citizens who were <a href=\"https:\/\/www.ms.now\/news\/four-statements-made-by-dhs-about-alex-prettis-shooting-and-what-these-videos-show-that-contradict-them\">shot and killed<\/a> while observing ICE agents at work.<\/p>\n<p>Just a few days before the end of her first year in office, Noem became the first member of Trump&rsquo;s Cabinet to have <a href=\"https:\/\/www.cbsnews.com\/chicago\/news\/robin-kelly-articles-of-impeachment-kristi-noem\/\">articles of impeachment filed against her<\/a>. Democrats <a href=\"https:\/\/www.ms.now\/news\/department-of-homeland-security-enters-shutdown\">forced a shutdown of her department<\/a> until Republicans agree to <a href=\"https:\/\/www.ms.now\/news\/republicans-democrats-further-apart-homeland-security-funding\">a handful of modest reforms<\/a>. So far, they haven&rsquo;t.<\/p>\n<p>It&rsquo;s hard to say which of these controversies &mdash;&nbsp;or others I&rsquo;m not including here &mdash;&nbsp;was the final straw that prompted Trump to unceremoniously fire her.<\/p>\n<figure>\n<blockquote>\n<p>We shouldn&rsquo;t think of Cabinet officials this much. <\/p>\n<\/blockquote>\n<\/figure>\n<p>We shouldn&rsquo;t think of Cabinet officials this much. They should not only be quietly competent, but almost as anonymous as corporate CEOs whose names we don&rsquo;t know unless they are <a href=\"https:\/\/www.ms.now\/opinion\/msnbc-opinion\/coldplay-kiss-cam-scandal-astronomer-ceo-explained-rcna220113\">getting caught cheating at a Coldplay concert<\/a> or going viral after <a href=\"https:\/\/www.nytimes.com\/2026\/03\/05\/business\/mcdonalds-ceo-big-arch-burger-video.html\">awkwardly calling their chain&rsquo;s new cheeseburger &ldquo;a product.&rdquo;<\/a><\/p>\n<p>In the end, everything that Noem did was shocking, but not surprising.
