The party and its members appeared convinced as this Congress got underway that Republicans wouldn&rsquo;t just rack up victories, they&rsquo;d also impress the public with their vision and legislative prowess.<\/p>\n<p class>So much for that idea.<\/p>\n<p class>The GOP-led House has generated one fiasco after another. Resignations in the chamber have <a href=\"https:\/\/www.msnbc.com\/rachel-maddow-show\/maddowblog\/congress-struggles-great-resignation-continues-rcna144033\" target=\"_blank\" rel=\"noopener\">reached a generational high<\/a>. Legislative progress has slowed to a pace <a href=\"https:\/\/www.huffpost.com\/entry\/least-productive-congress-since-great-depression_n_65553d38e4b0e4767012b6df\" target=\"_blank\" rel=\"noopener\">unseen in nearly a century<\/a>. Lawmakers have <a href=\"https:\/\/www.msnbc.com\/rachel-maddow-show\/maddowblog\/mike-johnsons-hapless-speakership-reaches-new-embarrassing-low-rcna138955\" target=\"_blank\" rel=\"noopener\">struggled mightily<\/a> to complete basic tasks. In the spring, House Speaker Mike Johnson organized a retreat focused on unifying his conference, and most of his members <a href=\"https:\/\/www.msnbc.com\/rachel-maddow-show\/maddowblog\/house-republicans-divided-gathering-focused-party-unity-rcna143357\" target=\"_blank\" rel=\"noopener\">didn&rsquo;t show up<\/a>.<\/p>\n<p class>Soon after, one of the party&rsquo;s most radical members launched an effort <a href=\"https:\/\/www.msnbc.com\/rachel-maddow-show\/maddowblog\/marjorie-taylor-greene-files-motion-oust-speaker-mike-johnson-rcna144669\" target=\"_blank\" rel=\"noopener\">to oust the incumbent House speaker<\/a>which comes six months after the previous ouster of the last House speaker. It was around this time when a Punchbowl News <a href=\"https:\/\/punchbowl.news\/article\/johnson-leadership-tough-week-house-gop\/\" target=\"_blank\" rel=\"noopener\">report<\/a> concluded, &ldquo;This is the most chaotic, inefficient and ineffective majority we&rsquo;ve seen in decades covering Congress.&rdquo;<\/p>\n<p class>Can things get worse. Of course they can. <a href=\"https:\/\/www.nbcnews.com\/politics\/congress\/house-republicans-vote-trump-backed-plan-avoid-shutdown-defections-rcna170592\" target=\"_blank\" rel=\"noopener\">NBC News reported<\/a>:<\/p>\n<section>\n<blockquote>\n<p>Speaker Mike Johnson on Wednesday yanked a government funding bill off the House floor hours before an expected vote after a growing number of disgruntled Republicans vowed to tank the measure.<\/p>\n<p><small><span><\/span><\/small><\/p><\/blockquote>\n<\/section>\n<p class>The beleaguered House speaker&rsquo;s original plan was to pass appropriations bills months ago that would fund the government through the next fiscal year. That plan <a href=\"https:\/\/www.msnbc.com\/rachel-maddow-show\/maddowblog\/govern-house-republicans-summer-break-early-congress-capitol-hill-rcna163818\" target=\"_blank\" rel=\"noopener\">collapsed in July<\/a> when Johnson&rsquo;s own members balked.<\/p>\n<p class>As members returned to Capitol Hill from their August break, the GOP leader embraced a new plan: The House would, at Donald Trump&rsquo;s direction, push a temporary spending bill that included cuts and <a href=\"https:\/\/www.msnbc.com\/rachel-maddow-show\/maddowblog\/republicans-push-us-latest-government-shutdown-rcna170183\" target=\"_blank\" rel=\"noopener\">a far-right election scheme called the Save Act<\/a>which would require proof of citizenship to register to vote.<\/p>\n<p class>If Democrats opposed the scheme, Johnson said, then Republicans would allow the government to shut down at the end of the month.<\/p>\n<p class>The House speaker&rsquo;s plan faced <a href=\"https:\/\/rollcall.com\/2024\/09\/09\/johnsons-stopgap-funds-plan-appears-headed-for-defeat-in-house\/\" target=\"_blank\" rel=\"noopener\">swift<\/a> and <a href=\"https:\/\/thehill.com\/homenews\/senate\/4870403-government-funding-senate-republicans\/\" target=\"_blank\" rel=\"noopener\">bipartisan<\/a> opposition, but he said he was pushing forward anyway. Johnson was backed by his party&rsquo;s former president, who published <a href=\"https:\/\/truthsocial.com\/@realDonaldTrump\/posts\/113114568252208569\" target=\"_blank\" rel=\"noopener\">thoughtful messages online<\/a>including one that said, in reference to federal operations, &ldquo;CLOSE IT DOWN!!!&rdquo;<\/p>\n<p class>Johnson said he&rsquo;d bring his plan to the House floor on Wednesday. Then he came to terms with the fact that <a href=\"https:\/\/www.nbcnews.com\/politics\/congress\/house-republicans-vote-trump-backed-plan-avoid-shutdown-defections-rcna170592\" target=\"_blank\" rel=\"noopener\">too many of his own members refused<\/a> to support his bill &mdash; at which point the speaker pulled his bill and scrapped his plans.<\/p>\n<p class>No one seems to have any idea what GOP leaders will do next. If the Louisiana Republican continues to insist on pushing a far-right spending bill, filled with radical and unnecessary anti-election measures, he&rsquo;ll certainly make Trump happy, but Johnson won&rsquo;t have a bill that can pass either chamber.<\/p>\n<p class>If the House speaker backs down and agrees to a clean, bipartisan bill, he&rsquo;ll prevent a shutdown, but he&rsquo;ll be dependent on Democrats to save his skin &mdash; again &mdash; and further weaken his standing within the GOP conference he ostensibly leads. <\/p>\n<p class>Complicating matters, Johnson&rsquo;s latest embarrassment comes on the heels of <a href=\"https:\/\/www.msnbc.com\/rachel-maddow-show\/maddowblog\/govern-house-republicans-summer-break-early-congress-capitol-hill-rcna163818\" target=\"_blank\" rel=\"noopener\">several months&rsquo; worth<\/a> of <a href=\"https:\/\/www.msnbc.com\/rachel-maddow-show\/maddowblog\/speaker-johnson-fails-republicans-confront-pure-chaos-rcna147334\" target=\"_blank\" rel=\"noopener\">similar setbacks<\/a>.<\/p>\n<p class>&ldquo;Extreme MAGA Republicans have been in the majority for over 18 months,&rdquo; House Minority Leader Hakeem Jeffries said in a statement in July. &ldquo;Can anyone name a single thing extreme MAGA Republicans in the House have done in order to make life better for the American people? A single thing that they have done?
