{"id":18601,"date":"2026-02-03T13:01:41","date_gmt":"2026-02-03T13:01:41","guid":{"rendered":"https:\/\/bluelightnews.com\/category\/politics\/capitol-agenda-shutdown-hinges-on-razor-thin-rule-vote\/"},"modified":"2026-02-03T13:01:41","modified_gmt":"2026-02-03T13:01:41","slug":"capitol-agenda-shutdown-hinges-on-razor-thin-rule-vote","status":"publish","type":"post","link":"https:\/\/bluelightnews.com\/category\/politics\/capitol-agenda-shutdown-hinges-on-razor-thin-rule-vote\/","title":{"rendered":"Capitol agenda: Shutdown hinges on razor-thin rule vote"},"content":{"rendered":"<div>\n<p>House Republican leaders are facing a white-knuckle vote Tuesday morning as they move to end the partial shutdown after four days.<\/p>\n<p>Here\u2019s what we\u2019re watching on both sides of the aisle as an unpredictable day shakes out in the House.<\/p>\n<p><b>\u2014 Razor-thin rule vote:\u00a0<\/b>Speaker Mike Johnson and President Donald Trump got involved in wrangling hard-liner holdouts Monday who were threatening to oppose the procedural measure setting up final debate of the $1.2 trillion spending package.<\/p>\n<p>Reps. Anna Paulina Luna (R-Fla.) and Tim Burchett (R-Tenn.) started the day threatening to tank the rule if the SAVE Act, a partisan elections bill, wasn\u2019t attached. But a White House meeting left the duo in a better place, with Luna telling reporters Monday night she got \u201cassurances on the standing filibuster\u201d that would allow the bill to pass the Senate.<\/p>\n<p>One big caveat: There\u2019s been no acknowledgment from Senate Majority Leader John Thune that any such deal is in place.<\/p>\n<p>Various proposals for a \u201cstanding filibuster\u201d or \u201ctalking filibuster\u201d have been rattling around for years on both sides of the aisle \u2014 most recently from Sen. Mike Lee (R-Utah) \u2014 but that hasn\u2019t convinced the vast majority of Senate Republicans who want to keep the 60-vote threshold in place.<\/p>\n<p>While Luna said she expected \u201can announcement\u201d on a rules change that would force Democrats to hold the floor in order to block the bill, no such announcement appears imminent. But her remarks \u2014 and a big midday <a href=\"https:\/\/truthsocial.com\/@realDonaldTrump\/posts\/116002871169002695\" target=\"_blank\">Truth Social nudge<\/a> from Trump \u2014 were enough to buoy GOP leaders.<\/p>\n<p>Asked Monday night if he was confident he had the votes to move forward and end the shutdown, Johnson said, \u201cI think we do.\u201d<\/p>\n<p><b>\u2014 Dems fume over another Senate jam:<\/b> While Democrats are expected to unite against the rule, party leaders declined to comment on how they would vote on the overall package ahead of Tuesday morning\u2019s closed-door caucus meeting.<\/p>\n<p>It appears it will be a vote of conscience: A whip alert circulated Monday night urged a \u201cno\u201d vote on the rule but did not offer any guidance for the underlying bill, which funds most federal agencies but ends Department of Homeland Security funding after Feb. 13.<\/p>\n<p>Still, many House Democrats <a href=\"https:\/\/www.politico.com\/news\/2026\/02\/02\/house-democrats-senate-spending-deal-00761523\" target=\"_blank\">have been left grumbling<\/a> \u2014 again \u2014 after being sidelined in negotiations between Senate Democrats and the White House.<\/p>\n<p>Top leaders Hakeem Jeffries and Chuck Schumer are playing down tensions over the deal, but many in the rank-and-file are miffed at getting jammed with a spending bill they oppose for a third time in less than a year.<\/p>\n<p>\u201cWe end up having to answer for what [the Senate] won\u2019t do, and it can be very frustrating,\u201d Rep. Pramila Jayapal (D-Wash.) said.<\/p>\n<p><b><i>What else we\u2019re watching:\u00a0\u00a0\u00a0<\/i><\/b><\/p>\n<p><b>\u2014 House moves to overturn DC tax law: <\/b>The House Rules Committee teed up floor consideration this week for a bill that would roll back a D.C. law that declines to apply key tax cuts from last summer\u2019s megabill to local income taxes in the city.<\/p>\n<p>In that measure, the D.C. Council decided not to adopt 13 separate tax provisions from the One Big Beautiful Bill Act, including several key incentives the GOP restored for businesses and the deductions for tipped income, overtime pay, new car loan interest and seniors.<\/p>\n<p>The Senate Homeland Security Committee is scheduled to consider its version of the resolution Wednesday.<\/p>\n<p><i>Meredith Lee Hill and Bernie Becker contributed to this report.<\/i><\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>House Republican leaders are facing a white-knuckle vote Tuesday morning as they move to end the partial shutdown after four days.
