{"id":18160,"date":"2026-01-24T23:47:20","date_gmt":"2026-01-24T23:47:20","guid":{"rendered":"https:\/\/bluelightnews.com\/category\/politics\/shutdown-risk-grows-as-democrats-revolt-after-minneapolis-shooting\/"},"modified":"2026-01-24T23:47:20","modified_gmt":"2026-01-24T23:47:20","slug":"shutdown-risk-grows-as-democrats-revolt-after-minneapolis-shooting","status":"publish","type":"post","link":"https:\/\/bluelightnews.com\/category\/politics\/shutdown-risk-grows-as-democrats-revolt-after-minneapolis-shooting\/","title":{"rendered":"Shutdown risk grows as Democrats revolt after Minneapolis shooting"},"content":{"rendered":"<div>\n<p>The odds of a partial government shutdown next week are growing after federal immigration agents <a href=\"https:\/\/www.politico.com\/news\/2026\/01\/24\/minnesota-tim-walz-shooting-minneapolis-00745570\" target=\"_blank\">shot and killed a 37-year-old Minneapolis resident<\/a> Saturday.<\/p>\n<p>Several Democratic senators who voted to advance previous government funding measures under President Donald Trump are now vowing to oppose funding for immigration enforcement agencies. Funding for ICE and Border Patrol, agencies under the Department of Homeland Security which have both been involved in the Minnesota operation, is included in a <a href=\"https:\/\/legislation.politicopro.com\/bill\/US_119_HR_7148\" target=\"_blank\">six-bill package<\/a> the Senate will vote on next week.<\/p>\n<p>Congress has already passed full-year funding for some agencies \u2014 including the departments of Agriculture, Commerce, Interior and Justice \u2014 but not for several of the largest, including the Pentagon. Temporary funding for those departments, representing more than 75 percent of federal discretionary spending, expires midnight Friday.<\/p>\n<p>\u201cI am voting against any funding for DHS until and unless more controls are put in place to hold ICE accountable,\u201d said Sen. <a href=\"https:\/\/directory.politicopro.com\/member\/201768\" data-person-id=\"201768\">Brian Schatz<\/a> (D-Hawaii) <a href=\"https:\/\/x.com\/brianschatz\/status\/2015171159164096863?ref_src=twsrc%5Egoogle%7Ctwcamp%5Eserp%7Ctwgr%5Etweet\" target=\"_blank\">in a statement Saturday<\/a>. \u201cThese repeated incidents of violence across the country are unlawful, needlessly escalatory, and making all of us less safe.\u201d<\/p>\n<p>Schatz helped advance a funding bill in March, and Sens. <a href=\"https:\/\/directory.politicopro.com\/member\/259552\" data-person-id=\"259552\">Catherine Cortez Masto<\/a> (D-Nev.) and <a href=\"https:\/\/directory.politicopro.com\/member\/259494\" data-person-id=\"259494\">Jacky Rosen<\/a> (D-Nev.), who voted to end the 43-day shutdown in November, also both said Saturday that they will oppose the DHS funding bill.<\/p>\n<p>\u201cI have the responsibility to hold the Trump Administration accountable when I see abuses of power \u2014 like we are seeing from ICE right now,\u201d <a href=\"https:\/\/x.com\/SenJackyRosen\/status\/2015172486392857019?ref_src=twsrc%5Egoogle%7Ctwcamp%5Eserp%7Ctwgr%5Etweet\" target=\"_blank\">Rosen said on X<\/a>. \u201cThat is why I\u2019ll be voting against any government funding package that contains the bill that funds this agency, until we have guardrails in place to curtail these abuses of power and ensure more accountability and transparency.\u201d<\/p>\n<p>The DHS bill <a href=\"https:\/\/www.politico.com\/news\/2026\/01\/22\/house-approves-homeland-security-funding-amid-ice-uproar-00742402\" target=\"_blank\">passed the House Thursday 220-207<\/a>, with only seven Democrats voting for it. But Republican House leaders merged it with five other bills funding the departments of Defense, Health and Human Services and State, among others, sending it to the Senate as one package.<\/p>\n<p>To get the package through the Senate, Republicans expect to need at least eight votes from Democrats to overcome a 60-vote hurdle to advance the legislation. They\u2019ll also need all 100 senators to agree to speed up the bill in order to meet Friday night\u2019s deadline.<\/p>\n<p>More than half of the 47-member Democratic caucus has already vowed to oppose the package, many before Saturday\u2019s shooting. And that number is likely to grow as Democrats\u2019 re-evaluate the legislation in the wake of the shooting and as they face pressure from House Democrats and their Senate colleagues, not to mention outside voices close to the party base.<\/p>\n<p>Abdul El-Sayed, a Democratic candidate seeking a Senate seat in Michigan, said in an interview Saturday he saw no way for any Democrat to justify a vote for DHS funding.<\/p>\n<p>\u201cHow many more people do they need to shoot?\u201d he asked.<\/p>\n<p>A group of senators, including <a href=\"https:\/\/directory.politicopro.com\/member\/51493\" data-person-id=\"51493\">Chris Murphy<\/a> (D-Conn.) and <a href=\"https:\/\/directory.politicopro.com\/member\/189610\" data-person-id=\"189610\">Alex Padilla<\/a> (D-Calif.), have been whipping colleagues for days to oppose the DHS bill, according to two aides granted anonymity to discuss their private effort. And two people familiar with the plans said House Democrats are scheduled to hold a private caucus call Sunday morning to discuss a response to the shooting.<\/p>\n<p>Cortez Masto, in a statement, suggested dropping the Department of Homeland Security bill from the larger package, noting there is a \u201cbipartisan agreement on 96% of the budget.\u201d<\/p>\n<p>\u201cLet\u2019s pass the remaining five bipartisan bills and fund essential agencies while we continue to fight for a Department of Homeland Security that respects Americans\u2019 constitutional rights and preserves federal law enforcement\u2019s essential role to keep us safe,\u201d she said.<\/p>\n<p>Sen. <a href=\"https:\/\/directory.politicopro.com\/member\/51223\" data-person-id=\"51223\">Jack Reed<\/a> (D-R.I.) said he would agree to \u201cimmediately pass\u201d the other five bills while providing \u201cshort term funding for DHS so the Senate can fully debate and vote on common sense reforms to ICE that bolster the rule of law.\u201d<\/p>\n<p>But stripping out the DHS bill before the Friday deadline would require every senator to agree \u2014 something Republicans aren\u2019t likely to be able to get. Any changes to the package, meanwhile, will require sending it back to the House, which has already left town until after the shutdown deadline.<\/p>\n<p>Instead, Republicans believe it&#8217;s up to Democrats to decide whether or not to vote against the funding package and avoid a partial shutdown. GOP leaders aren\u2019t currently expected to bring the House back early from its break, according to three people granted anonymity to discuss internal strategy.<\/p>\n<p>Democratic aides, meanwhile, privately acknowledged Saturday that the odds of a shutdown were rising, though some questioned what alternatives are available if Democrats block the pending six-bill package.<\/p>\n<p>Heading into the weekend, some Democrats acknowledged they were conflicted.<\/p>\n<p>\u201cI\u2019m relieved, inspired, that we\u2019ve actually managed to get to a point where we are on the verge of voting on an entire annual appropriations package \u2014 and there\u2019s a lot of significant wins in these bills for Democratic priorities,\u201d Sen. <a href=\"https:\/\/directory.politicopro.com\/member\/151823\" data-person-id=\"151823\">Chris Coons<\/a> (D-Del.) told reporters Friday.<\/p>\n<p>\u201cI don&#8217;t know the details of exactly what the language is in the Homeland Security bills in terms of trying to hold ICE accountable and trying to minimize their misconduct, and I don\u2019t know whether it is worse to have a continuing resolution and how that might be misused,\u201d added Coons, a senior appropriator who championed Congress\u2019 ability to reverse many of Trump\u2019s foreign aid cuts.<\/p>\n<p>Many Senate Democrats, meanwhile, condemned the shooting and called for a federal withdrawal from Minneapolis without specifically weighing in on the funding bill.<\/p>\n<p>\u201cICE out of Minnesota NOW,\u201d Senate Minority Leader <a href=\"https:\/\/directory.politicopro.com\/member\/51231\" data-person-id=\"51231\">Chuck Schumer<\/a> <a href=\"https:\/\/x.com\/SenSchumer\/status\/2015130891513704914\" target=\"_blank\">posted on X<\/a>.<\/p>\n<p>Sen. <a href=\"https:\/\/directory.politicopro.com\/member\/51180\" data-person-id=\"51180\">Dick Durbin<\/a> of Illinois, the No. 2 Democratic leader, <a href=\"https:\/\/x.com\/SenatorDurbin\/status\/2015156682553184319?ref_src=twsrc%5Egoogle%7Ctwcamp%5Eserp%7Ctwgr%5Etweet\" target=\"_blank\">later posted<\/a>, \u201cICE\u2019s egregious, reckless behavior in our communities must come to an end.\u201d<\/p>\n<p><i>Adam Wren, Meredith Lee Hill and Jennifer Scholtes contributed to this report.\u00a0<\/i><\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>The odds of a partial government shutdown next week are growing after federal immigration agents shot and killed a 37-year-old Minneapolis resident Saturday.
