Bill Keating (D-Mass.), who\u2019s leading the legislation along with retiring centrist Rep. Don Bacon (R-Neb.) and Rep. Brendan Boyle (D-Pa.). The lawmakers are starting to round up support for the legislation Monday night and hope more Republicans will join the effort, Keating said.<\/p>\n<p>Keating said he thinks targeting funding is a stronger way to pressure the administration. <\/p>\n<p>\u201cWar powers are important, but we&#8217;ve seen with Democratic and Republican presidents that that&#8217;s not as effective,\u201d he said. \u201cIt&#8217;s hard to get around having no funds or not allowing personnel to do it.\u201d<\/p>\n<p>The new legislation comes as Hill Democrats <a href=\"https:\/\/www.politico.com\/live-updates\/2026\/01\/07\/congress\/house-democrats-venezuela-war-powers-00713669\" target=\"_blank\"><u>search for ways<\/u><\/a> to constrain further military action in Venezuela by the Trump administration after the ousting of President Nicol\u00e1s Maduro. The Senate could clear a war powers measure on Venezuela later this week, though it faces an uncertain future in the House.<\/p>\n<p>Trump officials are openly <a href=\"https:\/\/www.politico.com\/news\/2026\/01\/06\/trump-greenland-military-force-00713315\" target=\"_blank\"><u>weighing options<\/u><\/a> including military force to take Greenland, a Danish territory. Doing so would violate NATO\u2019s Article V, which states an attack on one member is an attack on all of them, and could end the 76-year-old alliance. The prospect of military force has drawn a <a href=\"https:\/\/www.politico.com\/live-updates\/2026\/01\/06\/congress\/johnson-trump-greenland-military-force-00713476\" target=\"_blank\"><u>skeptical response<\/u><\/a> from some top Republicans and universal opposition from Democrats.<\/p>\n<p>In a letter to colleagues obtained by Blue Light News, Keating told lawmakers \u201cthis legislation takes a clear stand against such action and further supports NATO allies and partners.\u201d<\/p>\n<p>Although the legislation doesn\u2019t name any specific countries, it\u2019s a clear reference to Trump\u2019s threats against Greenland. The omission was deliberate, said Keating, who wanted to broaden the legislation\u2019s focus. He said he met with the Danish Ambassador and the head of Greenland representation as the legislation came together.<\/p>\n<p>&#8220;This isn&#8217;t just about Greenland.
