He plans to call for pairing community policing methods with tough-on-major-crime tactics and youth interventions. He said his strategy can be a model for cities and for fellow Democrats to combat the electoral narrative that they are weak on crime.<\/p>\n<p>\u201cDemocrats a) should not be scared of it and b) should be proactive about what their agenda is,\u201d Emanuel said in an interview Monday previewing his remarks.<\/p>\n<p>A political operative who\u2019s served three presidents and across levels of government, Emanuel is attempting to position himself at the forefront of his party\u2019s conversation on how to tackle public safety as he <a href=\"https:\/\/www.politico.com\/news\/magazine\/2025\/03\/12\/rahm-emmanuel-president-2028-column-00224241\" target=\"_blank\"><u>weighs a White House bid in 2028<\/u><\/a>. He told Blue Light News he doesn\u2019t have a \u201chard timeline\u201d for that decision.<\/p>\n<p>Emanuel will present his strategy at the University of Chicago Crime Lab\u2019s Policing Leadership Academy event honoring graduates on Wednesday.<\/p>\n<p>His approach includes combining more training in community policing with \u201ctough action against hardened criminals and gang members,\u201d as well as with youth programs like the mentoring initiatives he undertook as mayor. He also wants more enforcement of gun laws and efforts to intensify them.<\/p>\n<p>He distilled his public-safety pitch into a slogan that harkens back to his time leading Chicago: \u201cMore cops on the beat, and getting kids, guns and gangs off the street.\u201d<\/p>\n<p>As mayor, Emanuel grappled with a <a href=\"https:\/\/www.judiciary.senate.gov\/imo\/media\/doc\/Ander%20testimony.pdf\" target=\"_blank\"><u>surge in homicides<\/u><\/a> and shootings, with the city reporting its <a href=\"https:\/\/www.nytimes.com\/2017\/01\/01\/us\/chicago-2016-killings.html\" target=\"_blank\"><u>deadliest year in two decades<\/u><\/a> in 2016. Crime rates across major categories \u2014 murders, shootings, robberies and burglaries \u2014 <a href=\"https:\/\/www.chicagopolice.org\/news\/cpd-end-of-year-crime-statistics-2018\/\" target=\"_blank\"><u>declined over the next two years<\/u><\/a>, which the city\u2019s police department attributed to strengthened community partnerships and technological investments. And Emanuel poured millions in expanding youth mentoring and summer job programs to keep kids off the streets, initiatives that remain a point of pride. <\/p>\n<p>He was also <a href=\"https:\/\/www.politico.com\/story\/2017\/08\/16\/rahm-emanuel-chicago-obama-national-241715\" target=\"_blank\"><u>besieged by backlash<\/u><\/a> to his handling of the 2014 murder of a Black teenager by a white cop \u2014 criticism that continued as he <a href=\"https:\/\/www.nytimes.com\/2019\/05\/08\/opinion\/rahm-emanuel-chicago-police-reform.html\" target=\"_blank\"><u>embarked on reforming Chicago\u2019s police department<\/u><\/a> and has <a href=\"https:\/\/www.nytimes.com\/2021\/10\/20\/us\/politics\/rahm-emanuel-senate-mcdonald-shooting.html\" target=\"_blank\"><u>persisted in his political career<\/u><\/a>.<\/p>\n<p>Emanuel drew national headlines for tangling with Trump over crime and immigration during the president\u2019s first term. Huh)\"><\/p>\n<p>Emanuel expressed opposition to Trump\u2019s efforts to flood blue bastions with Guard troops and federal immigration officers, part of a two-pronged crackdown the president is pushing to boost Republicans in the midterms. Trump <a href=\"https:\/\/truthsocial.com\/@realDonaldTrump\/115533666048445520\" target=\"_blank\"><u>claims it has reduced crime<\/u><\/a>. Several states and cities have sued over his Guard deployments to <a href=\"https:\/\/www.politico.com\/news\/2025\/09\/02\/trump-los-angeles-national-guard-ruling-00539393\" target=\"_blank\"><u>some<\/u><\/a> <a href=\"https:\/\/www.nbcnews.com\/news\/us-news\/judge-permanently-bars-trump-deploying-national-guard-troops-portland-rcna236421\" target=\"_blank\"><u>success<\/u><\/a>, with Illinois and Chicago currently battling the Trump administration <a href=\"https:\/\/www.politico.com\/news\/2025\/10\/17\/trump-national-guard-supreme-court-appeal-00614129\" target=\"_blank\"><u>before the Supreme Court<\/u><\/a>.<\/p>\n<p>Asked if there was anything effective about Trump\u2019s strategy, Emanuel pointed to a \u201cthread of positive\u201d \u2014 that concentrating troops in one area of a city could give local law enforcement the ability to focus elsewhere.<\/p>\n<p>But he stressed he was \u201cnot endorsing\u201d that use of the Guard. \u201cIt\u2019s a horrible idea to parachute in 100 to 200 people for a short duration of time who have no sense of a community or no sense of what policing is,\u201d he said. \u201cAll the money you\u2019re spending on the National Guard could be used to train 500 [local] officers.\u201d <\/p>\n<p>As Trump works to exploit public safety concerns in the midterms, Emanuel said Democrats have to get \u201ccomfortable\u201d talking about crime. Democrats are broadly urging their party to go on the offense on the issue, <a href=\"https:\/\/www.politico.com\/news\/2025\/10\/06\/democrats-midterms-crime-messaging-memo-00594499\" target=\"_blank\"><u>bolstered by private polling<\/u><\/a> that shows a mix of attacks on Republicans and showing steps Democrats are taking to reduce crime can swing voters in their direction.<\/p>\n<p>Emanuel said Democrats should stop crouching behind falling crime statistics that don\u2019t match voters\u2019 perceptions. \u201cNobody can be complacent or comforted by a statistic,\u201d he added.<\/p>\n<p>He also repeatedly derided the \u201cdefund\u201d slogan that criminal justice reformers and progressives popularized in 2020 after the murder of George Floyd but that Democrats have since abandoned. The rallying cry for police reform quickly became an anchor for the party as the GOP successfully argued against its absolutism. Since then, Democrats have worked to distance themselves from it, with Michigan Senate candidate Abdul El-Sayed <a href=\"https:\/\/www.cnn.com\/2025\/11\/10\/politics\/kfile-abdul-el-sayed-deleted-tweets-defund-the-police\" target=\"_blank\"><u>scrubbing his social media<\/u><\/a> of mentions of it and New York City Mayor-elect Zohran Mamdani <a href=\"https:\/\/www.politico.com\/news\/2025\/07\/30\/mamdani-backs-away-from-out-of-step-defund-the-police-posts-00485172\" target=\"_blank\"><u>backing away from<\/u><\/a> his past embrace of it.<\/p>\n<p>Republicans are nevertheless seizing on it as they <a href=\"https:\/\/www.politico.com\/news\/2025\/11\/05\/republicans-try-to-remake-national-democratic-candidates-into-mamdani-copycats-00636887\" target=\"_blank\"><u>work to make Mamdani their midterms foil<\/u><\/a> and hammer Democrats as soft on crime. (AP Photo\/Matt Marton)\"><\/p>\n<p>Emanuel will have to contend with his own past on public safety as he contemplates a political comeback, a record that includes helping pass Clinton\u2019s controversial 1994 crime bill and his bungled handling of Laquan McDonald\u2019s murder in 2014.<\/p>\n<p>Emanuel said he bears \u201cresponsibility\u201d for how he handled McDonald\u2019s case. He has forged a \u201cvery strong relationship\u201d with McDonald\u2019s great uncle, Chicago pastor Marvin Hunter, who <a href=\"https:\/\/cdn.cnn.com\/cnn\/2021\/images\/10\/20\/the.united.states.senate.committee.on.foreign.relations.signed.certified.pdf\" target=\"_blank\"><u>supported Emanuel as ambassador to Japan<\/u><\/a> during the Biden administration. The two keep in regular contact.<\/p>\n<p>He also pointed to his 2021 Senate confirmation hearing, when he acknowledged he had <a href=\"https:\/\/www.politico.com\/newsletters\/illinois-playbook\/2021\/10\/21\/rahm-emanuels-delicate-dance-494796\" target=\"_blank\"><u>underestimated the \u201cdistrust\u201d of law enforcement<\/u><\/a> among Black Chicagoans and failed to do enough to address it.<\/p>\n<p>\u201cThe problems were deeper, farther and more ingrained than I fully appreciated.
