{"id":15047,"date":"2025-10-31T08:46:54","date_gmt":"2025-10-31T08:46:54","guid":{"rendered":"https:\/\/bluelightnews.com\/category\/politics\/why-mark-warner-is-sitting-out-the-shutdown\/"},"modified":"2025-10-31T08:46:54","modified_gmt":"2025-10-31T08:46:54","slug":"why-mark-warner-is-sitting-out-the-shutdown","status":"publish","type":"post","link":"https:\/\/bluelightnews.com\/category\/politics\/why-mark-warner-is-sitting-out-the-shutdown\/","title":{"rendered":"Why Mark Warner is sitting out the shutdown"},"content":{"rendered":"<div>\n<p>Not so long ago, if there was a bipartisan group getting together to solve a problem in the Senate, you could count on <a href=\"https:\/\/directory.politicopro.com\/member\/66837\" data-person-id=\"66837\">Mark Warner<\/a> to be involved.<\/p>\n<p>The Virginia Democrat was part of the <a href=\"https:\/\/www.politico.com\/states\/new-jersey\/story\/2018\/01\/22\/democrats-warm-to-plan-to-end-shutdown-203735\" target=\"_blank\">\u201ctalking stick\u201d gang<\/a> that helped quickly end a brief 2018 funding lapse. He was a part of a crew that helped cut a major infrastructure deal under former President Joe Biden, and he\u2019s <a href=\"https:\/\/www.politico.com\/news\/2025\/10\/23\/crypto-ceos-senate-digital-assets-bill-00619335\" target=\"_blank\">currently working with Republicans to forge an agreement<\/a> on cryptocurrency regulation.<\/p>\n<p>But as his colleagues hunt for a way out of the 31-day-and-counting government shutdown, Warner this time is hanging on the sidelines.<\/p>\n<p>It\u2019s a twist not only because of Warner\u2019s history as a card-carrying bipartisan \u201cgang\u201d member who would frequently host gatherings at his Old Town Alexandria home. It\u2019s also because of who he represents: His home state has the <a href=\"https:\/\/www.congress.gov\/crs-product\/R47716\" target=\"_blank\">third-highest number<\/a> of civilian government workers, plus tens of thousands more in military uniforms. Lawmakers from the Washington area have historically been voices of moderation urging both parties to avoid brinkmanship that could harm the federal workforce.<\/p>\n<p>Yet as the shutdown\u2019s toll has mounted, Warner and his home-state teammate, Democratic Sen. <a href=\"https:\/\/directory.politicopro.com\/member\/175490\" data-person-id=\"175490\">Tim Kaine<\/a>, have stuck closely to their party\u2019s line \u2014 sounding the alarm over the impending expiration of key federal health insurance subsidies and blaming the impending lapse of nutrition assistance on Republicans.<\/p>\n<p>\u201cHe&#8217;s always been one of those guys who says, \u2018I&#8217;ll be part of any gang,\u2019 the sort of ultimate bipartisan leader,\u201d said Rep. <a href=\"https:\/\/directory.politicopro.com\/member\/227421\" data-person-id=\"227421\">Don Beyer<\/a> (D-Va.). &#8220;I think he&#8217;s just really frustrated and unhappy with the situation, the shutdown, with what&#8217;s happening to Virginians. \u2026 I think it just pisses him off.\u201d<\/p>\n<p>In Warner\u2019s estimation, what sets this shutdown apart is his belief that it won\u2019t be solved by a Senate gang, but by one person: President Donald Trump.<\/p>\n<p>Warner publicly aired his concerns this week when he gabbed to reporters alongside Sen. <a href=\"https:\/\/directory.politicopro.com\/member\/51218\" data-person-id=\"51218\">Lisa Murkowski<\/a> (R-Alaska), another bipartisan gang regular who has been involved in the current rank-and-file talks.<\/p>\n<p>After she mentioned the virtues of cross-aisle conversations and the importance of trust, Warner said while Murkowski might feel free to negotiate without Trump\u2019s blessing, \u201csome of the others would have to get a permission slip.\u201d<\/p>\n<p>\u201cI really do think, unlike in the past, you\u2019ve probably got to get the president deeply engaged,\u201d he added.<\/p>\n<p>Warner\u2019s office declined a request for an extended interview. But he confirmed in a brief exchange Thursday that he has not joined the pending shutdown talks \u2014 pointing to both his belief that Trump is the key player in ending the stalemate as well as his focus on helping land a cryptocurrency deal.<\/p>\n<p>But there\u2019s also a larger backdrop to Warner\u2019s withdrawal \u2014 how the Senate\u2019s partisan fault lines have hardened during the second Trump presidency.<\/p>\n<p>Senate Republicans have repeatedly sidelined Democrats this year at major points, passing a sweeping domestic policy bill along party lines this summer that also included a debt ceiling hike \u2014 sidestepping a default cliff that has previously forced bipartisan compromise.<\/p>\n<p>In March, Republicans drafted a stopgap funding bill on their own and then essentially dared Democrats to shut down the government. Senate Minority Leader <a href=\"https:\/\/directory.politicopro.com\/member\/51231\" data-person-id=\"51231\">Chuck Schumer<\/a> flinched then, but one big hint that Democrats wouldn\u2019t be up for a repeat was that Warner did not join him at that time in helping to advance the shutdown-averting legislation. <a href=\"https:\/\/www.warner.senate.gov\/public\/index.cfm\/pressreleases?ID=47A492DF-517E-4A54-8012-7CFA2B13B08B\" target=\"_blank\">In a statement with Kaine<\/a>, Warner explained that the stopgap gave a \u201cblank check to Donald Trump and Elon Musk to continue attacking the federal workforce.\u201d<\/p>\n<p>Now he\u2019s repeatedly voted against the latest House-passed spending patch, which would fund the government until Nov. 21. Warner has backup from fellow Virginia Democrats, who say Trump\u2019s willingness to take a sledgehammer to the federal government this year is affecting what they are hearing back home.<\/p>\n<p>\u201cThey\u2019re viewing the shutdown sort of as a continuity of the Donald Trump term two status quo,\u201d Kaine said. He summed up his constituents\u2019 feelings as, \u201cIt\u2019s good that you are fighting finally because we\u2019ve been on the receiving end of this since Jan. 20, and it&#8217;s time somebody stands up to this guy.\u201d<\/p>\n<p>Warner, unlike Kaine, is up for reelection next year, and political prognosticators widely expect him to easily keep his seat. But Warner, 70, has taken nothing for granted politically after narrowly squeaking out a win <a href=\"https:\/\/www.nytimes.com\/elections\/2014\/virginia-elections\" target=\"_blank\">by less than a percentage point<\/a> in 2014. In 2020, <a href=\"https:\/\/www.nytimes.com\/interactive\/2020\/11\/03\/us\/elections\/results-virginia-senate.html\" target=\"_blank\">Warner won by 12 points<\/a>.<\/p>\n<p>These days, Warner is leaning into his willingness to fight Trump and calling himself one of Republicans\u2019 \u201ctop targets\u201d in his fundraising efforts, even though there\u2019s little to suggest he\u2019s worried about a razor-thin November contest.<\/p>\n<p>\u201cI am doing everything in my power to stop Trump and his unelected co-president from overhauling the federal government so they can enrich themselves and leave Americans in the dust. But that makes me one of their top targets,\u201d Warner <a href=\"https:\/\/www.facebook.com\/ads\/library\/?id=674265142421558\" target=\"_blank\">wrote in one recent<\/a> online fundraising solicitation.<\/p>\n<p>Warner has also been sharply critical of Trump and his administration on various other fronts. As the top Democrat on the Senate Intelligence Committee, he held a lengthy news conference Thursday to lambast the administration for briefing Senate Republicans on recent military strikes on alleged drug traffickers in the Caribbean but not Democrats.<\/p>\n<p>\u201cThe one area that I thought we could maintain some level of comity \u2026 was around national security, but not from this crowd,\u201d he said, describing the difference between Trump\u2019s first and second terms as \u201cnight and day.\u201d<\/p>\n<p>Bob Holsworth, a longtime Virginia political analyst, said Warner\u2019s more &#8220;aggressively critical\u201d stance toward Trump is part of a long-running political evolution.<\/p>\n<p>\u201cIt reflects the changes that have occurred nationally and certainly in Virginia,\u201d Holsworth said. \u201cVirginia \u2026 clearly on state-wide elections tilts blue.\u201d<\/p>\n<p>Warner has also embraced a push led by Sen. <a href=\"https:\/\/directory.politicopro.com\/member\/211545\" data-person-id=\"211545\">Cory Booker<\/a> (D-N.J.) in recent years to get Democratic lawmakers more comfortable delivering their message online, including by cutting shareable short-form videos. In one recent shutdown-themed clip, Warner <a href=\"https:\/\/x.com\/MarkWarner\/status\/1981471790678352008\" target=\"_blank\">sought to debunk<\/a> \u201cas many Republican lies as I can in 90 seconds.\u201d<\/p>\n<p>And he leaned into social media to dispel rumors being circulated from some Republicans who thought the in-cycle senator would quickly relent on the shutdown and vote for the <a href=\"https:\/\/legislation.politicopro.com\/bill\/US_119_HR_5371\" target=\"_blank\">House-passed stopgap<\/a>. \u201cNot caving,\u201d he <a href=\"https:\/\/x.com\/MarkWarner\/status\/1976054008474427716\" target=\"_blank\">wrote on X<\/a>.<\/p>\n<p>Beyer predicted that if the shutdown does play into Warner\u2019s race next year it would only help him.<\/p>\n<p>\u201cThey&#8217;re never going to assign blame on the shutdown to him \u2014 [Republicans] have the White House, they have the Senate, they have the House,\u201d he said. \u201cRegardless of the national landscape, he&#8217;s been a constructive part of our polity and our economy now for a generation.\u201d<\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>Not so long ago, if there was a bipartisan group getting together to solve a problem in the Senate, you could count on Mark Warner to be involved.
