But on C-SPAN, he heard directly from \u201cSamantha,\u201d a caller who identified herself as a Republican military mom from Fort Belvoir in Virginia and urged him to call the House back and take action.<\/p>\n<p>\u201cI\u2019m begging you to pass this legislation,\u201d she said, her voice cracking. \u201cMy kids could die.\u201d<\/p>\n<p>Johnson so far has ruled out that possibility, arguing that it\u2019s incumbent on Senate Democrats to pass the seven-week stopgap measure the House passed last month. The House has not returned since. The caller was not convinced by that argument.<\/p>\n<p>&#8220;As a Republican, I&#8217;m very disappointed in my party, and I&#8217;m very disappointed in you, because you do have the power to call the House back,\u201d she said, adding, \u201cYou could stop this and you could be the one that could say: \u2018Military is getting paid.\u2019&#8230; And I think it is awful and the audacity of someone who makes six figures a year to do this to military families is insane.\u201d<\/p>\n<p>The caller said she has \u201ctwo medically fragile children,\u201d a husband who has PTSD from two tours in Afghanistan and that her family lives paycheck to paycheck.<\/p>\n<p>\u201cSamantha, I\u2019m so sorry to hear about your situation,&#8221; Johnson replied, saying he has been \u201cso angry\u201d this week because of situations like hers. He noted he has huge numbers of impacted military members in his own district.<\/p>\n<p>But Johnson also claimed Senate Democrats led by Minority Leader <a href=\"https:\/\/directory.politicopro.com\/member\/51231\" data-person-id=\"51231\">Chuck Schumer<\/a> would block such a standalone bill in the Senate, and he argued that Democrats are holding troop pay hostage as they continue to block the House-approved stopgap measure.<\/p>\n<p>\u201cDemocrats are the ones preventing you from getting a check,\u201d Johnson said, arguing it would be a \u201cshow vote\u201d in the House. Schumer declined to address whether Democrats would back a standalone troop pay measure in comments to reporters Wednesday. House Minority Leader <a href=\"https:\/\/directory.politicopro.com\/member\/196306\" data-person-id=\"196306\">Hakeem Jeffries<\/a> said he supported the move.<\/p>\n<p>White House officials, meanwhile, are <a href=\"https:\/\/www.politico.com\/live-updates\/2025\/10\/08\/congress\/trump-could-shift-funds-to-pay-troops-white-house-officials-say-00599072\" target=\"_blank\">quietly preparing<\/a> a slate of options to shift funds in order to pay troops if Congress doesn\u2019t act in time. Trump will not let the military pay lapse, they\u2019ve said.<\/p>\n<p>In his C-SPAN appearance \u2014 the first live-caller appearance on the network for a House speaker in 24 years \u2014 Johnson was also peppered with a series of questions about the expiring Affordable Care Act insurance subsidies, GOP cuts to Medicaid and the fallout for rural hospitals as well as Trump\u2019s threats to mass fire federal workers and deployment of military troops to American cities.<\/p>\n<p>One GOP caller praised Johnson\u2019s work as speaker. Another said Johnson\u2019s characterization that people in cities where Trump has deployed the National Guard are happy with the results was \u201cdystopian.\u201d<\/p>\n<p>Pressed by a caller from Texas what Republicans\u2019 plan to fix the ACA was, Johnson replied, \u201cGreat question.\u201d<\/p>\n<p>\u201cThere&#8217;s a lot of improvement that&#8217;s needed. Obamacare did not do what was promised,\u201d he continued. \u201cWe\u2019ve got to fix that.
