But while the dismissals that often accompany shutdowns are generally temporary, Vought\u2019s <a href=\"https:\/\/www.politico.com\/news\/2025\/09\/24\/white-house-firings-shutdown-00579909\" target=\"_blank\">Office of Management and Budget circulated a memo<\/a> last week asking agencies to prepare major reduction-in-force plans for a shutdown scenario.<\/p>\n<p>Vought <a href=\"https:\/\/www.politico.com\/live-updates\/2025\/10\/01\/congress\/russ-vought-mass-layoffs-firings-timeline-shutdown-00589875\" target=\"_blank\">told House Republicans on Wednesday<\/a> that mass firings would kick off \u201cin a day or two.\u201d<\/p>\n<p>White House officials are seeking to portray any layoffs as a necessary and disciplined step, as Democrats push to extend insurance subsidies for the Affordable Care Act in exchange for their votes on the GOP\u2019s continuing resolution.<\/p>\n<p>\u201cIf they\u2019re so worried about the effect this is having on the American people, and they should be, what they should do is reopen the government,\u201d Vice President JD Vance told reporters at a White House press briefing on Wednesday. \u201cNot complain about how we respond to the fact that Chuck Schumer and the Democrats have shut down the government in the first place.\u201d<\/p>\n<p>But Trump has repeatedly suggested that he\u2019s looking forward to the job cuts.<\/p>\n<p>\u201cI can\u2019t believe the Radical Left Democrats gave me this unprecedented opportunity,\u201d he wrote on Truth Social. \u201cThey are not stupid people, so maybe this is their way of wanting to, quietly and quickly, MAKE AMERICA GREAT AGAIN!\u201d<\/p>\n<p>Vought has already announced plans to claw back funding from Democrat-led cities and states. On Wednesday, he wrote on X that the <a href=\"https:\/\/www.politico.com\/news\/2025\/10\/01\/trump-shutdown-democratic-states-00590368\" target=\"_blank\">White House was cutting $8 billion in energy funding<\/a> from 16 states, all of which voted for former Vice President Kamala Harris in the 2024 election.
